Minister of Education Samuel pleased with Works at Oranje School

SINT MAARTEN (GREAT BAY, (DCOMM) – The Minister of Education, Culture, Youth and Sports (MECYS) Hon. Rodolphe Samuel, is pleased with the progress being made at the Oranje School.

There are several repair and upgrade work currently being executed at the Oranje School, and these repairs are to be completed by December 31, 2023.

The contractor who has been assigned the Roof Repair work would have to work during school hours in order to meet the deadline mentioned.

Taking the safety of the students into consideration, all the students could not remain in school at the same time. For this reason, the Minister in consultation with stakeholders has decided that some of the students will have to switch to remote learning until the Christmas vacation.

Therefore, there will be no school for the students of Groups 1, 2, 3, 4, and 5 on Monday, November 27th, and Tuesday, November 28th, 2023.

These students will receive instruction online (at home) as of Wednesday, November 29, 2023. All teachers are expected to be in school for a meeting on Monday, November 27, 2023, where they will receive further instruction.

The teachers and students of groups 6, 7, and 8 will continue with face-to-face instruction as usual at the school.

World Children’s Day Commemorated

SINT MAARTEN (GREAT BAY) - In celebration of World Children’s Day, the Department of Youth, in collaboration with UNICEF in the Netherlands, hosted approximately 160 students to participate in a special Children's Rights (CRC) Event at the Cultural Center.

As a run-up to World Children’s Day, over five hundred 6th-grade students have attended similar children’s rights presentations to promote meaningful youth participation, an initiative spearheaded by the Department of Youth and UNICEF in the Netherlands. This activity is part of the Child Resilience and Protection Project (CRPP) executed by UNICEF the Netherlands in collaboration with the Government of Sint Maarten, financed by the Government of the Netherlands through the Sint Maarten Trust Fund, and administered by the World Bank.

The World Children’s Day Event was hosted by 6th-grade students Ms Brooklyn Bell and Mr Abdiel Joseph of the MAC J.A.G Campus alongside Lenworth Wilson, Youth Participation Specialist of UNICEF. The young hosts did a fantastic job, and set a good example of young people taking the lead.

During the event, the audience was treated to several cultural artistic performances by Ms. Shaneisha Robinson, Funtopia Youth Initiative, musical renditions by Sweet Pan and the highlight of the event, which was the screening of the film “What if I Told You”.

The film was recently produced by the Department of Youth and UNICEF the Netherlands on Sint Maarten and features an all-cast of 6th-grade students. The film touches on the critical role duty bearers, such as parents, teachers, and government play in the safe development of a child. Since Monday, this film is available for the public to watch on Facebook: Department of Youth SXM & UNICEF Sint Maarten.

The ceremony was closed with an announcement by the Department of Youth, which has launched a Children’s Right Art Competition: “The artwork should visualise one of the children's rights of the United Nationals Children’s Rights Convention (UNCRC) creatively. There are 54 articles, so there are plenty of children's rights to choose from! Remember, YOUth Participation Matters. On behalf of our Department, I encourage everyone to think about children’s rights and how to promote youth participation in your work and home environment,” concludes Mrs. Agard-Lake.

Safety Precautions Required for (Election) Billboard Signage Installations

SINT MAARTEN (GREAT BAY) - Please note that the installation of billboard signage, particularly those used during election campaigns, can cause damage to NV GEBE’s electrical and water grid. This could also result in untimely service disruptions throughout the community.

Moreover, the community is urged to please be mindful that excavation in high-tension areas could possibly result in the electrocution of the person(s) doing the excavation work.

For proper safety precautions, those planning to install any signage that requires digging and excavation are urged to please contact NV GEBE’s Distribution Office in Sucker Garden (former Potelco building).

Please inform NV GEBE about the specific location(s) where billboard signage is being installed, for thorough review and evaluation. This would allow NV GEBE to assess the area(s) in question and provide guidance on the technical infrastructure, as well as any potential dangers of the underground utilities in those respective areas.

Once NV GEBE’s assessment has been conducted, and that area has been declared safe, a waiver will be provided with clearance for excavation in the intended area(s).

If it is safe, N.V. GEBE will provide a waiver for those specific areas, as outlined on the documents/images provided.

Please provide N.V. GEBE with a minimum 2-3 days’ notice to thoroughly review the respective areas and provide a response. These are essential safety precautions for all concerned and the uninterrupted continuation of utility distribution to the entire community.

Third Phase of Voting Card Distribution for the Upcoming Elections

SINT MAARTEN (GREAT BAY) - The Civil Registry Department has announced the third phase of distributing voting cards for the January 11, 2024, Parliamentary Elections. Registered voters who do not take advantage of the early voting card distributions at the Government Administration Building can receive the cards by mail via Postal Services Sint Maarten N.V. (PSS) from December 4, 2023.

The Civil Registry is allowing eligible voters to collect their voting cards at the Government Administration Building, from November 25 through December 1, ahead of the postal distribution service.

In the past, many voting cards have been returned by PSS, following information from homeowners that registered voters no longer reside at the addresses registered in the Civil Registry. The option to retrieve voting cards earlier alleviates returns and double printing of the voting cards. It is important to note that voters may request a reprint of their voting cards during and after all phases of the distribution dates leading up to Election Day.

“The intention was not to create cause for concern but to inform registered voters of the available option. This is especially crucial for those who have recently moved and have not had a chance to update their home addresses in the Civil Registry,” stated Prime Minister and Minister of General Affairs Silveria Jacobs, who hopes voters take advantage of the early collection times, which are scheduled outside of regular business hours to eliminate lines at the Government Administration Building.

The Ministry of General Affairs and the Central Voting Bureau encourage all voters to stay informed about the developing preparations for Election Day. Further details regarding polling station locations, voting hours, and public order protocols will be communicated in subsequent releases.

Government has decided to prohibit the Nov.19 march for Palestine

SINT MAARTEN (GREAT BAY) - The Government of St. Maarten acknowledges the increasing severity of the ongoing humanitarian crisis in Gaza. As a multi-ethnic and diverse country we have welcomed many to our shores, and we extend our heartfelt condolences to both the Palestinian and the Israeli people and diaspora, who have been impacted by this conflict.

While recognizing the fundamental human right to protest and express oneself, enshrined in our Constitution, the Government also has a role to ensure that this right does not infringe on the rights of others.

In this regard the Government has taken note of the concerning propaganda on social media related to the march on November 19, 2023. This propaganda promotes the destruction of property and the burning of national flags. Certain acts should not take place on St. Maarten where the inclusiveness of many nationalities reside on its peaceful shores.

The expected unrest as well as direct and severe risk for public order that this march could create in the community of St. Maarten, is of great concern to the Government of St. Maarten.

Pursuant to Article 5, paragraph 2, in conjunction with Article 2 of the National Ordinance on Public Manifestations, the Minister of Justice has the authority to prohibit a demonstration for the protection of health, in the interests of traffic and to prevent or control disorder.

The possibility of placing restrictions on the demonstration have been extensively reviewed. However, it is concluded that these restrictions will insufficiently take away the aforementioned expected unrest as well as direct and severe risk for public order.

The Veiligheidsdienst Sint Maarten (National Security Services St. Maarten) and the Korps Politie Sint Maarten (Police Force St. Maarten) were consulted on the matter. After careful consideration, the Government has decided to prohibit the march for Palestine which was scheduled for November 19, 2023.

First-Ever GPS Tracking of Red-footed Booby Seabirds

SINT MAARTEN/ST. VINCENT - While protecting seabird nesting islands is of utmost importance, and a goal of EPIC programs in St. Vincent and the Grenadines, we also need to understand where the birds find food and protect those areas. With this in mind, in March 2023 an EPIC team outfitted GPS data loggers on 28 adult Red-footed Boobies nesting on Battowia island, Saint Vincent and the Grenadines, which is a globally recognized Important Bird Area (IBA) and a Wildlife Reserve.

Battowia was previously highlighted in EPIC’s “Seabird Breeding Atlas of the Lesser Antilles” as the most important island in the region because it hosts two globally important seabird colonies – Red-footed Booby and Red-billed Tropicbird – and it’s one of the most threatened.

The results from the 17 GPS data loggers retrieved yielded the first seabird movement data originating from research of this type conducted in the Grenadines. Researchers found that while many trips were generally eastward, some individual birds traveled far into the exclusive economic zone waters of neighboring nations, such as Barbados, Saint Lucia and Martinique. One individual completed two full circumnavigations around the Saint Vincent mainland, while others approached important seabird nesting islands further south in the Grenadines, such as Petit Canouan and Sail Rock. This indicates that some birds are far-ranging.

For example, one bird went north of Barbados on an overnight trip, covering about 500 kilometers (300 miles), and was recaptured at the same nest where it was initially caught. This data is an important tool for advocating for the protection of marine habitats and can be included in management plans. Field efforts were led by Juliana Coffey and Dr. Louise Soanes, with field support and local expertise provided by fisherfolk and seafarers from Bequia (Saint Vincent and the Grenadines) and Carriacou (Grenada).

This project was funded by the Saint Vincent and the Grenadines Environment Fund. The overall results will be collated into a report to be released at a later date.

Minister Ottley: World Diabetes Day Message 2023

SINT MAARTEN (GREAT BAY) - St. Maarten stands together on World Diabetes Day 2023, emphasizing this year’s theme “Access to Diabetes Care." Our community is committed to raising awareness and fostering a healthier lifestyle.

On this World Diabetes Day 2023, the Honorable Minister Omar Ottley, extends heartfelt greetings to each of you. Today serves as a crucial reminder of the collective responsibility we bear in promoting a healthier future for our community.

Diabetes is a global challenge, but through unity, awareness, and informed action, we can make a significant impact. Our government is committed to supporting initiatives that empower individuals to lead healthier lives and reduce the prevalence of diabetes in our beloved St. Maarten. The Ministry of VSA had since embarked on various preventative programs such as CPS diabetic screenings and the diabetic foot care program, all with the purpose of detecting and treating diabetes at its earliest stage.

Minister Ottley urges the community to join the CPS and Diabetes Foundation for the "Diabetes Panel Discussion" on November 14. The event will be held at Carl’s & Sons Inn Conference Hall in Cole Bay, starting promptly at 6:00 pm. Free on-site health screenings will be provided. Emmanuel raises concerns over NV GEBE employee adjustments

SINT MAARTEN (GREAT BAY) - Member of Parliament Christophe Emmanuel on Monday said the current promises being made to GEBE employees for the long overdue salary adjustments “better not” be a political stunt. Questioning the motive and timing of GEBE management and the government of St. Maarten, the MP said that he is in full agreement with GEBE employees finally getting what they are entitled, “but GEBE’s financial situation leaves one to wonder about the sincerity of agreements being made now.”

The Cost of Living Adjustment (COLA) is a pivotal concern, affecting all NV GEBE employees based on a formula triggered when the cost of living reaches a specific threshold according to Central Bureau statistics (CBS). MP Emmanuel highlighted that the last COLA adjustment for NV GEBE employees' salaries took place in 2013, marking a decade since any such adjustments were implemented. Meanwhile, the cost of living has notably surged across the island, impacting the residents of St. Maarten.

Emmanuel emphasized the urgency for NV GEBE employees to receive their long-overdue COLA adjustments, pointing out ongoing negotiations between SMCU, representing the employees, and NV GEBE Management/Government of St. Maarten. The talks involve not only the overdue salary adjustments but also touch upon the Performance Appraisal System (PAS), an issue that breaches the signed agreement between NV GEBE and the union SMCU, last applied in 2021.

Highlighting the specifics of the negotiations, MP Emmanuel detailed the agreed-upon salary increases separate from the COLA adjustment. These included planned increments for the years 2022 and 2023, which have faced delays and divisions across subsequent years, raising concerns about their execution.

The MP explained that new agreements outline that for the performance evaluation of 2022, a 2.5% salary increase would be paid, and for the performance evaluation of 2023 a 3% salary increase would be paid to all NV GEBE employees. The 2.5% salary increase that had to be paid in January 2023 will be delayed and will be split in two payments. A 3% salary increase will be paid in January 2024 together with 1% from the delayed payment, which will be a payment of 4% salary increase for January 2024. Then 1.5% will be delayed to January 2025. This 1.5% will be paid together with the PAS result of 2024 in January 2025.

However, despite the proposed adjustments, MP Emmanuel raised pressing concerns regarding NV GEBE's financial state. Pointing to recent bank statements showing approximately 13 million guilders in NV GEBE's accounts, concerns were voiced about the company's ability to meet critical financial and recovery obligations, especially during the ongoing hurricane season. The company's minimum required financial reserves during this time stand at 35 million guilders, leading to apprehensions regarding its preparedness in case of emergencies.

MP Emmanuel drew attention to outstanding financial obligations, particularly highlighting pending payments to SOL and over 100 vendor invoices awaiting processing. The concern was expressed that the current financial burden might lead NV GEBE, the sole electricity provider, towards potential bankruptcy, raising questions about the feasibility of fulfilling the commitments made to employees.

MP Emmanuel concluded by raising the question of whether the proposed adjustments and promises were more of a political maneuver, potentially leaving NV GEBE employees empty-handed due to unmet commitments.

“This is a very sad and dangerous situation where I hope the employees are not being used as a political pawn. They deserve their money. But if the government knows that the financial state of the company cannot carry this burden it should not make false promises because it is election time. The employees have families to feed and obligations to fulfill based on what they are told. GEBE management and the government of St. Maarten should be very careful not to instill hope and then betray the employees,” MP Emmanuel concluded.

The Sint Maarten Library celebrates its 100th anniversary

SINT MAARTEN (GREAT BAY) - The Sint Maarten Library proudly announces its centennial celebration, marking 100 years of dedicated community service.  The pioneers gave the initial name Jubilee Library, which originated in the Jubilee of Queen Wilhelmina in 1923. 

The Sint Maarten Library aims to be a cornerstone of the local community, providing space for residents and visitors to access a vast collection of books, e-books, and reading activities. Over the past century, the library has evolved as an educational source, meeting the needs of learning institutions and the community at large. 

For the love of reading and the history of the founders, please visit www.sintmaartenlibrary.sx. The purpose of the Sint Maarten Library is to inspire and nurture literacy. 

The centennial celebration promises to be a momentous occasion, bringing together the people of Sint Maarten and honoring the library’s rich history.  On November 23, 2023, the festivities will culminate in a “Customer Appreciation Day”. Patrons can return overdue books free at all locations. This community initiative engages culture and a continuous love for reading and supporting literacy.

On November 24, 2023, we will hold a grand celebration at the Aleeze Convention Center. The gala will begin with a special ceremony and virtual display of historic photographs exploring the library’s fascinating journey throughout the past century.  

There will be live performances, renditions of music, and artistic expressions that reflect the cultural diversity. The Sint Maarten Library will honor and acknowledge honorees and pioneers for their contributions throughout the historical journey of its development.
