The 45th St. Maarten Heineken Regatta Kicks Off with Over 100 Boats Registered

SINT MAARTEN (SIMPSON BAY) - Over 100 boats have registered for the special 45th anniversary of the St. Maarten Heineken Regatta! The Regatta Village at Port de Plaisance welcomed sailors from all around the world for registration day to get their goodies and Serious Fun vibes started for the 4-day weekend ahead. 

Within the fleet are boats from 28 nations from around the world with strong presences from countries like Poland, Canada, Great Britain, USA, Netherlands, and homegrown St Maarten talent. There’s also teams representing distinctive countries like Czechia, Ireland, Switzerland, and Australia. 

The world-class race committee has formed 15 strong classes with some incredibly close match-ups and we’re expecting thrilling and high-competition across the fleets. The 45th St. Maarten Heineken Regatta will be a year of friendly rivalries! 

Among the highly anticipated match-ups are Sisi and Sailing Poland, two Volvo 65s going head to head in CSA1. Also in this class is a Volvo 70 Ocean Breeze and a lone V62 Leaps and Bounds 2. One of the Italian crew members Luca Lanzillo commented, “We’ve raced against Volvo’s many times. If it’s windy then they’re going to win. In light wind, we are much faster than them. The forecast is good for us right now.” The Regatta may experience some light winds over the course of the 4 days, forcing teams to adjust their strategies and will make for some interesting results.

CSA2 will see overall close competition, especially between CNB 76 Beautiful Day and Swan 76 LA LOEVIE. There will be a Class 40 showdown in CSA3 between the ocean racers, meanwhile highly-competitive Pata Negra will take on Antiguan boat Warthog, a Caribbean war horse out on the water. CSA4 will be a battle of the J-Boats as J121 Apollo, J121 Whistler, and J133 Bella J go head to head. 

Many rivalries are amongst the teams including the ongoing friendly competition between Panacea X and Quintessence III. David Crum, skipper of Quintessence III shares, “We pick at each other all season long, on the water and online. We’re tied up with AVANTI and Sassafras too and are already teasing each other.” CSA5 will be filled with serious racing and plenty of “Serious Fun!” onshore. 

A class of Melges 24 have earned themselves their own fleet and it will be a fierce battle between the veteran St. Maarten teams and newcomer Exodus from Puerto Rico. A dedicated fleet of St. Maarten Sunfast 20s will battle each other for island honors, and the Diam 24 fleet is filled with hyper-competition sailors from the Frenchside, Dutchside, St Barth, BVI, USA, and France. The competition at this year’s Regatta will be nothing short of exciting!

Along with 4 days of world-class racing will be 4 nights of legendary “Serious Fun!” The Regatta Village at Port de Plaisance is FREE and open to the public every day starting at 2 PM. Sailors can relax in the Sailors Lounge after a big day of racing before nightly entertainment starts at 4 PM. Daily prizegiving will kick off at 6 PM before the party continues all night long.

Refreshments will be plenty available at a number of bars around the village for your drink of choice from options like Heineken and Veuve Clicquot. New for this year will be a water bottle refilling station by Exofor. The food court will be filled with local eateries including: Captain’s Rib Shack, LUMA MEMENTO, C Delicacies Plus, Elden Cook, Sunbox, Mousse BBQ, Claquettes Chaussettes, Jamtillean On Wheels, Arena Base Cafe, and Domino’s Pizza. 

Local vendors and pop-up shops will be in abundance including Shipwreck Shops with commemorative Regatta memorabilia and Budget Marine with the Regatta’s official technical gear by Gill. Also in the Village will be the Sint Maarten Yacht Club, SEIKO – the official Regatta timekeeper, WIB, Real Auto, St. Maarten Tourism, St. Martin Tourism, Vie L’Ven, FLOW, Das Cigar Lounge, and Island 92 Radio.

Traffic Diversion Measures for the Sint Maarten Heineken Regatta 2025 Events

SINT MAARTEN (GREAT BAY) - The Sint Maarten Police Force (KPSM) hereby informs the public of the traffic management measures that will be implemented in connection with the upcoming Regatta 2025 events. These events are scheduled to take place from Thursday, March 6, to Sunday, March 9, at Port de Plaisance on Union Road. Due to the anticipated large crowds and evening performances, traffic flow in the Simpson Bay, Cole Bay, and surrounding areas will be significantly affected.

Traffic Impact and Advisory

Throughout the event, regular bridge openings will result in increased traffic congestion, particularly during peak hours. Taxi operators, tour bus services, and other road users transporting tourists to and from Philipsburg or Marigot are advised to plan their routes accordingly to mitigate delays during the afternoon hours.

To facilitate traffic management, KPSM will enforce the following measures on the final two evenings of the event (Saturday and Sunday):

Traffic Diversion on Union Road: Motorists traveling from the Kruithoff Roundabout towards Union Road will be required to proceed to the roundabout at the gas station near the Causeway in order to access Port de Plaisance. Direct entry from Union Road will not be permitted, as the central section of the roadway leading into the premises will be barricaded. As a result, vehicles will be unable to make a left turn into Port de Plaisance from Union Road.

Alternative Routes: Motorists traveling towards Marigot are strongly encouraged to utilize alternative routes via Lowlands or French Quarter to circumvent traffic congestion on Union Road. 

Strict Enforcement at the Gas Station Roundabout: Officers will closely monitor and take enforcement action against motorists who attempt to use the gas station as an illegal shortcut to access Union Road. Such behavior exacerbates congestion and will not be tolerated.

Deployment of Police Bike Patrols: KPSM will deploy officers on bicycles at key locations to assist with traffic management and to ensure compliance with the established regulations.

Parking Enforcement During After-parties: Following the evening shows at Port de Plaisance, various after-parties events will take place at designated locations across the island, known as the Green Zones. KPSM officers will be present in these high-traffic areas to enforce parking regulations where applicable, ensuring that parking violations do not contribute to additional congestion and circulation issues.

The Sint Maarten Police Force urges all motorists to comply with these measures, which have been implemented in the interest of maintaining a smooth and orderly flow of traffic. Furthermore, the public is strongly advised to refrain from parking along the roadside on the Union Road, as this will further impede circulation. Motorists must also adhere to the instructions provided by police officers on duty.

KPSM appreciates the cooperation of all road users and encourages patience, vigilance, and adherence to all traffic directives. These measures are designed to enhance public safety and ensure a well-coordinated transportation flow during Regatta 2025.

Police Enforce Parking Regulations in Philipsburg – Vehicles Towed

SINT MAARTEN (GREAT BAY) - The Sint Maarten Police Force (KPSM) conducted parking enforcement operations in the Philipsburg area during the last days of February 2025. These controls specifically targeted vehicles that were improperly parked in restricted zones.

Despite multiple warnings issued by KPSM regarding illegal parking on N. Debrot Road, opposite the Police Station in Philipsburg, officers were forced to take action. A total of 13 vehicles were towed from this location, and the drivers were later issued fines for parking illegally. Additionally, enforcement efforts were carried out in Coville Webster street, Emmaplein and Kanaal Steeg, where parking is strictly prohibited. Several drivers were also issued fines for violating parking regulations.

KPSM reminds all motorists that parking in restricted areas, on sidewalks, or in locations that obstruct the free flow of traffic is a violation of traffic regulations. Vehicles found in these areas will be subject to towing without further notice.

The police urge drivers to adhere to parking regulations to avoid inconvenience and potential fines. These enforcement actions will continue to ensure safe and accessible roadways for all road users.

Committee CVSA of Parliament to meet for discussion on the National Ordinance limiting tobacco use

SINT MAARTEN (PHILIPSBURG) - The Permanent Committee of Public Health, Social Development and Labor (CVSA) will meet on March 4, 2024.

The Committee meeting is scheduled for Tuesday at 10.30 hrs. in the Legislative Hall at Wilhelminastraat #1 in Philipsburg.

The Urgent Need for Legislation to Protect Sint Maarten’s Hillsides and Beaches

SINT MAARTEN (COMMENTARY – By Tadzio Bervoets) - Recent developments have once again highlighted the shortcomings of Sint Maarten’s Hillside Policy, reinforcing the urgent need for legally binding legislation to protect our natural landscapes. As has been reported in the media, ongoing hillside developments such as the Concord Residence in Pelican Key and extensive excavation on Cole Bay Hill have sparked public outcry, with concerns over deforestation, erosion, and the long-term consequences of unchecked construction.

While the VROMI Ministry has defended the policy, it is clear that its guidelines alone are not enough to prevent the degradation of our hillsides. The same can be said for the Beach Policy, which similarly lacks the legal weight to prevent overdevelopment and encroachment on the very coastlines that define our island’s identity.

The Hillside Policy, implemented in 1998, was intended to regulate development in elevated areas, ensuring that construction does not compromise the island’s green spaces, biodiversity, and natural defenses against flooding and landslides.

However, without legal enforcement, the policy remains largely advisory, allowing developers to proceed with projects that undermine its very purpose. The policy’s restrictions on high-density construction and its call for environmental consideration are routinely bypassed, as demonstrated by the continued clearing of vegetation and the alteration of slopes for commercial and residential expansion.

Without clear penalties or a legal framework mandating compliance, these activities persist, threatening not only the island’s natural beauty but also its resilience to extreme weather events.

Similarly, the Beach Policy fails to provide sufficient protection against the privatization and exploitation of our shores. Beach access for residents continues to be reduced, with new developments pushing further into what should be public coastal spaces.

The encroachment on dunes and beach vegetation contributes to erosion, making the coastline more vulnerable to hurricanes and sea-level rise. Yet, without a law to enforce setbacks and ensure sustainable coastal management, our beaches remain at the mercy of unchecked development.

The lack of legally enforceable hillside and beach protections has far-reaching consequences. Deforestation on slopes exacerbates runoff and soil erosion, leading to increased flooding in lower-lying areas.

Unregulated coastal development not only depletes marine biodiversity but also limits public access to what should be a shared national resource. These developments often proceed without comprehensive environmental impact assessments, leaving communities vulnerable to disasters and reducing the natural defenses that help buffer Sint Maarten against the impacts of climate change.

If Sint Maarten is to truly embrace sustainability, it must move beyond non-binding policies and implement laws that prioritize long-term environmental security over short-term economic gain.

It is time for parliament to take decisive action and introduce both a Hillside Protection Ordinance and a Beach Protection Ordinance that ensure development does not come at the cost of our island’s natural defenses.

Failure to act now will not only result in further environmental degradation but will also undermine the resilience of our communities in the face of climate change. Protecting our hillsides and beaches is not just an environmental issue—it is an urgent necessity for the future of Sint Maarten.

Start of Civil Works for Weighbridge Installation at Main Landfill

SINT MAARTEN (GREAT BAY) - The Ministry of VROMI (Public Housing, Spatial Planning, Environment & Infrastructure), in collaboration with the NRPB (National Recovery Program Bureau), is pleased to announce the start of civil works in preparation for the installation of a new weighbridge at the Main Landfill. These preparatory works started today, February 24th, 2025.

The weighbridge will be strategically positioned in front of the security booth. As a result, access routes to the landfill will be temporarily adjusted to accommodate the installation process. Truck drivers and landfill users are requested to pay close attention to on-site signage and follow all directions provided during this period.

During the installation phase, the Department of Infrastructure will be reaching out to companies that utilize the landfill to gather necessary information. This data will be integrated into the new electronic system associated with the weighbridge. Moving forward, the system will exclusively collect data on the volume of waste accepted at the landfill, streamlining operations and enhancing accuracy in waste management.

BES Islands unite in response to amendments to governance and finance laws

SINT EUSTATIUS (ORANJESTAD) - As a direct outcome of the BES Summit held on February 12, 2025, on Saba, the Island Councils of Bonaire, St. Eustatius, and Saba have jointly agreed to submit a response letter to the State Secretary of Kingdom Relations.

This letter addresses concerns raised by his correspondence dated February 6, 2025, in which he outlined proposed amendments to the Public entities act Bonaire, Sint Eustatius and Saba (WolBES) and Finance Act Public Entities Bonaire, St. Eustatius and Saba (FinBES).

Over the past week, all three Island Councils have confirmed and agreed upon the joint response letter in their respective meetings and have formally submitted it to the State Secretary’s office, as well as to other key governmental bodies.

The response highlights concerns regarding unilateral changes to agreements that were carefully negotiated during the Work Conference held in March 2024 in De Bilt.

These agreements were established in collaboration with the former State Secretary and were intended to guide future governance and financial structures for the islands.

In his recent letter, the newly appointed State Secretary expressed his intention to revise some of these agreements and to take additional time to assess further adjustments.

The Island Councils strongly oppose this approach, as no consultation with the islands was conducted prior to these proposed changes.

The Island Councils find this lack of dialogue both disrespectful and dismissive of the collaborative efforts made during the Work Conference.

Given that these agreements were established in good faith, they expect the State Secretary to engage in a constructive conversation before any amendments are made.

In the joint letter, the Island Councils of Bonaire, St. Eustatius, and Saba have formally requested an urgent meeting with the State Secretary before the consultation process for the legislative amendments begins.

UPDATED PASSENGER TRANSPORT CONFIRMATION LETTER PROCESS

SINT MAARTEN (GREAT BAY) – The Inspectorate of Economic and Transport Affairs (IETA) reminds all holders of a passenger transport permit to register their operation with the Transport Control Unit no later than Tuesday, February 25, 2025, to receive a confirmation letter. This letter validates that the operation’s documentation and vehicle meet the applicable regulations to provide transport services.

To date, over 400 applications have been received for the confirmation letter process, categorized as follows:

  • 275 taxis
  • 100 buses
  • 25 vehicles combined of T and G plates from various companies
  • 5 car rental companies

Approximately 200 confirmation letters have already been issued and collected. Operators still requiring confirmation letters are encouraged to attend one of the remaining two inspection days scheduled for February 21, and 25.

Permit holders who fail to notify the department of their status by the February 25 deadline may be classified as inactive, resulting in the permanent withdrawal of their permits in accordance with the law. Individuals facing challenges in acquiring a vehicle to begin operations must still report their status to the department.

Registration Process and Documentation Requirements

The Minister of TEATT, Grisha Heyliger-Marten, has emphasized that this directive is non-negotiable and applies to all individuals and businesses in the passenger transport industry.

Operators must submit their documentation through a secure online form, accessible via the following link:

The required documents include:

  • Original or authentic copy of the primary permit.
  • Valid vehicle insurance policy (must mention validity period and vehicle plate number).
  • Valid motor vehicle inspection card.
  • Valid Sint Maarten driver’s license.
  • Valid Sint Maarten identification card or Dutch passport.

For operators with an assistant driver, additional documentation is required:

  • A valid Assistant Driver’s Permit.
  • Valid Sint Maarten driver’s license.
  • Valid Sint Maarten identification card or Dutch passport.
  • An authorization letter signed by the permit holder or a power of attorney statement confirming an active work relationship (no older than 30 days).

Companies managing five or more vehicles with a T-, G-, or R-plate must submit a Microsoft Excel spreadsheet with details of each vehicle (make, model, year, and VIN), along with digital copies of valid motor vehicle inspection cards and valid insurance policies. A separate fleet inspection date will be arranged once all digital files have been received and reviewed.

Vehicle Inspection Requirements

Operators of buses, taxis, touring cars (T-plate), and unregulated vehicles (G-plate) must select a preferred date for vehicle inspection at the Little League Baseball Field on Soualigua Boulevard, across from the Motor Vehicle Inspection Center.

Passenger transport vehicles must be equipped with the following:

  • A functional fire extinguisher.
  • A first-aid kit for minor injuries.
  • Mechanical components in working order (e.g., brake lights, headlights, horn, no damaged front or rear windshield).
  • License plates securely attached to the outermost exterior front and back of the vehicle.

Vehicles suspected of significant defects will be referred to the Motor Vehicle Inspection Center for further evaluation, even if they have a valid inspection card, due to road safety concerns.

Diabetes Foundation of Sint Maarten testing program at Cost -U-Less on Saturday

SINT MAARTEN (GREAT BAY) - The Diabetes Foundation of Sint Maarten (DFS) hereby would like to inform the general public that they will be having their next testing morning on Saturday February 22, 2025, at “Cost U Less”.

The DFS program for the general public consists of testing and distribution of information about Diabetes (glucose), cholesterol, blood pressure and BMI at “Cost U Less” from 10.00 am till 12.00 noon.

DFS tests are free of charge for the public.

“We would like to encourage the general public to continue testing on a regular, because you might have Diabetes and don’t know.

“Diabetes and other chronic diseases are at epidemic proportions in the Caribbean and other chronic diseases are at epidemic proportions in the Caribbean and continue to be a treat to the economic development of the region.

“We want to keep warning the general public to keep monitoring your food intake and try to keep checking yourself.

“Our aim as a Foundation is to continue giving the necessary support and care to prevent Diabetes, and increasing awareness on its consequences to the general public of St. Maarten.
