False Information circulating regarding Cupecoy shooting incident. Police Clarifies

SINT MAARTEN (GREAT BAY) - The Sint Maarten Police Force (KPSM) has been made aware of a false WhatsApp message currently circulating, claiming that the vehicle involved in the recent tragic shooting in Cupecoy on Wednesday, July 17, 2024, which resulted in the death of a female victim, has been found in the yard of a candidate from a political party.

“KPSM wishes to categorically state that this information is completely false and should not be believed or shared.

“KPSM has established procedures for issuing official press releases and statements, and this WhatsApp message did not originate from our department,” KPSM said in a statement on Tuesday.

“We urge the public to disregard this message and to refrain from spreading unverified information that can cause unnecessary panic and confusion.

“The KPSM is fully committed to ensuring the safety and security of all citizens and visitors in Sint Maarten. We are actively investigating the recent shooting incident and will provide accurate and timely updates through our official channels.

“We appeal to the general public to be vigilant against the spread of false information and to rely only on official KPSM communications. Spreading rumors and false news can hinder the investigative process and undermine public trust.

“We appreciate your cooperation and understanding in this matter. If you have any information related to the recent shooting, please contact the KPSM immediately. Together, we can ensure a safer community for all,” the official police statement said.

40 Employees Complete Round of Certification as part of the ‘Total Worker’ Workplace Training Program

SINT MAARTEN (POINT BLANCHE) – 40 staff members across St. Maarten Shipping & Stevedoring NV (SSS), ICC Cargo and INTERMAR/IFX have completed almost two weeks training in warehousing and port operations for port stevedores, warehouse staff, and supervisors/managers as part of Pelgrim’s group of company’s workplace human resource development program. This is the second round of workplace training implemented for 2024 by George Pelgrim.

George Pelgrim, President of St. Maarten Shipping & Stevedoring said the willingness of the employees to learn is there. “Providing this opportunity to our staff is an investment in their future and we remain committed to continue to invest in creating the ‘Total Port and Warehouse Worker.’

“Education and training are essential for any organization. It creates greater opportunities for equity, security and human dignity. It promotes health and safety, improves skills and it enhances the employee’s professional status and welfare. They learn advanced methods of cargo and warehousing handling and other port related operations.

“This in turn results in improved cargo handling efficiency and enhancing the quality of service to all our clients and promoting sustainable jobs for current and future generations of workers. Our workers have a right to basic education and training.

“Where it concerns industries most exposed to global competition, all parties recognize the importance of investing in human as well as physical capital. St. Maarten is no different as we cater to cargo that comes out of Europe and the United States and the cruise industry.

“These international companies demand that all workers skills are at a certain level and standard. Therefore, the Pelgrim group of companies are at the forefront to meet the global trends head on in the ever-changing world with our workplace training program,” SSS President George Pelgrim explained.

SSS, ICC Cargo, INTERMAR/IFX employees received training in warehouse operations, forklift safety training, signal man, rigging, supervisors’ development and skills, stevedoring level 3 part 1 (stevedoring operations) and part 2 (stevedoring coordination).

The training was carried out by the Institute for Industrial Solutions (IIS) based in Kingston, Jamaica, led by Chief Executive Officer (CEO) and Trainer Osric Forrest, and Technical Expert/Assessor Radcliffe Spence.

The Pelgrim group of company’s workplace training initiative came from George Pelgrim in collaboration with the Institute for Industrial Solutions for a program that would ‘Create the Total Port Worker.’

The training started on July 1 and concluded on July 12.

Prime Minister Mercelina Visits Trimbos Institute to Boost Mental Health Collaborations

SINT MAARTEN/THE NETHERLANDS (UTRECHT) - The Trimbos Institute proudly welcomed the Honorable Prime Minister Dr. Luc Mercelina, Deputy Minister Plenipotentiary, Drs. Gracita R. Arrindell, NRPB and two representatives of the Ministry of Health of Sint Maarten. This groundbreaking visit aimed to exchange knowledge, share best practices in mental health and addiction, and provide vital insights into the mental health and substance use priorities for Sint Maarten.

The delegation, initiated by the Sint Maarten government, sought to leverage the Trimbos Institute's expertise in developing community mental health services, promoting mental health prevention across all age groups, integrating mental health and substance use services, and mobilizing communities for better mental health outcomes. 

"Financed by the Trust Fund, Trimbos will work closely together with the Mental Health Foundation, the Ministry of VSA and the NRPB on improving Sint Maarten’s mental health sector.”

As the leading Expertisecentre in Mental Health, the Trimbos Institute eagerly shared comprehensive information, addressing the unique context and challenges faced by Sint Maarten.

“Our mission is to ensure that every person in Sint Maarten has access to the mental health support they need,” declared Dr. Luc Mercelina. “Given our specific context, we advocate for a pragmatic and holistic approach to addressing mental health and substance use. We aim to ensure that all residents of Sint Maarten can access a comprehensive range of mental health services, from initiatives that enhance social support, resilience, and mental well-being to those aiding recovery from mental illness and addiction. The collaboration with Trimbos Institute is a significant step towards achieving this mission.”

The visit included captivating presentations, spirited discussions, and a dynamic Q&A session. Dr. Mercelina, a renowned surgeon with a deep interest in the health and well-being of young people, expressed particular enthusiasm for these topics. The delegation was inspired by Trimbos Institute’s international projects, such as the MENSANA project in Moldova, and appreciated the tour of the Enik Recovery College, a model of best practice in mental health recovery.

Lewis says repairs to athletic track at Raoul Illidge Complex Approved

SINT MAARTEN (GREAT BAY) - The Minister of Sport Lyndon Lewis is pleased to announce that the much-needed repairs to the athletic track at the Raoul Illidge Sports Complex have been approved. Repair work will be executed by GCC Sport Services, with a budget allocation of Naf 1,347,657.

"This project follows the successful completion of repairs to the sports field, and now our focus shifts to the athletic track, which is currently in a state of severe disrepair. The condition of the track has deteriorated to the point where it poses a significant risk to anyone attempting to use it, making these repairs an urgent priority," the Minister said.

Lewis emphasized the critical importance of this project, stating, "Providing our athletes and other track enthusiast with a safe and high-quality training environment is paramount. The current condition of the track is not only unacceptable but also dangerous. Our athletes deserve the best facilities to hone their skills, and the community deserves a sports complex that it can be proud of."

The repairs will include resurfacing the track, addressing any structural issues, and ensuring that it meets acceptable standards for athletic performance and safety. GCC Sport Services, known for their expertise in sports facility renovations, will oversee the project to ensure that it is completed to the highest standards.

GCC Sport Surfaces, situated in The Netherlands, is a specialist in the construction, renovation and maintenance of sports facilities.

The current state of the intensively used football field at Raoul Illidge Sports Complex has negatively affected the user experience and safety of its users. Unfortunately, funds were not available for the high cost attached to the much-needed repairs. The Department of Sport prepared the necessary substantiation for capital investments to be able to cover the cost attached to two prioritized repair projects; the football field (ANG 885.626.00) and the athletics track (Naf. 1,347,657.40) at the Raoul Illidge Sports Complex.

NV GEBE & Ministry of VROMI Forge Strategic Partnership to Enhance Power Production and Distribution

SINT MAARTEN (GREAT BAY) - NV GEBE, the primary electricity and water provider on Sint Maarten, and The Ministry of Public Housing, Spatial Planning, Environment and Infrastructure (VROMI) held a pivotal meeting to address the urgent needs of the island’s power production and distribution infrastructure. This meeting focused on ensuring that the island's growing demand for electricity is met efficiently in light of upcoming large-scale development projects.

NV GEBE has faced significant challenges in recent years, not only due to aging infrastructure but also because of a lack of timely information regarding new developments. This has impeded GEBE’s ability to strategically plan necessary upgrades to both infrastructure and production capacity. As the island experiences rapid growth, the aging generators at NV GEBE’s power plant have struggled to keep up with the increasing load demand.

During the meeting, NV GEBE underscored the importance of being integrated into the building permit request process. By being part of this process, NV GEBE can better anticipate and plan for infrastructure enhancements and production capacity upgrades. This proactive approach will not only streamline the development process for developers but also ensure that the standards set by NV GEBE are met. Developers of large-scale projects will be made aware of the associated costs, such as deposits and connection fees, from the outset. “This collaboration marks a significant step forward in ensuring that the infrastructure of Sint Maarten keeps pace with its development. By integrating NV GEBE into the planning process, we can better manage the island’s growth and ensure a reliable power supply for all residents and businesses,” said Raeyhon Peterson, LLM, Chief of Staff of VROMI.

NV GEBE encourages potential developers to contact them for information on grid connection options for large-scale projects, including hotels, high-rise condo buildings, housing developments, and other sizable ventures. Unlike single-family home electrical connections, which only require an extension to the low-voltage grid, large-scale projects significantly impact the high-voltage grid.

NV GEBE and The Ministry of VROMI are currently working together to establish clear requirements and procedures for when and how building permit requests should be communicated to NV GEBE. This collaboration aims to ensure that NV GEBE receives timely and accurate information, enabling them to maintain and expand the island’s power grid effectively.

“Being involved in the building permit process allows us to anticipate demand and plan accordingly. This partnership with the Ministry of VROMI is crucial for upgrading our infrastructure and production capabilities to meet the future needs of Sint Maarten,” said ing. Patrick Drijvers, Distribution Manager at NV GEBE.

According to the concession agreement, NV GEBE retains the right to refuse connections to the grid if the project load will affect the reliability and capacity of the current production and infrastructure capabilities. This measure is crucial to prevent overloading the system and ensure the reliability of electricity supply to all users. Currently, NV GEBE has a capacity deficiency of over 10 megawatts, which has contributed to the island experiencing load shedding due to the inability to properly plan for these developments.

NV GEBE is committed to providing reliable electricity and water services to the entire community of Sint Maarten. However, effective and forward-thinking planning is essential for the sustainable development and overall well-being of the island.

NV GEBE and The Ministry of VROMI are dedicated to fostering a well-coordinated approach to development, ensuring that Sint Maarten’s power production and distribution infrastructure can support its ongoing and future growth.

Minister Lewis Meets with Halt Foundation Representatives

SINT MAARTEN (GREAT BAY) - On Monday, June 24, 2024, the Honorable Minister of Justice and Acting Minister of Education, Culture, Youth and Sport, Lyndon Lewis, accompanied by his delegation in the Hague, the Netherlands, held an introductory meeting with representatives from the Halt “Het Alternative” (The alternative) foundation, Ms. Linde de Klein and Ms. Esther Cornelissen. 

This meeting provided valuable insight into the broad scope and impactful work of the Halt foundation. Halt is a well-established system, operational for over 40 years, dedicated to monitoring youth during their early stages with regards to minor criminal offenses. 

This includes young people aged 12 to 18 who are guilty of vandalism, mischief, petty theft, or violation of the Compulsory Education Act, which can be referred to the Halt foundation.  

Their objective approach and commitment to spreading awareness throughout the Dutch Kingdom have made significant contributions to youth development and delinquency prevention.

Minister Lewis expressed his satisfaction with the meeting and conveyed his keen interest in collaborating with the foundation. He aims to incorporate a similar system in St. Maarten to support and monitor the youth, thereby fostering a safer and more supportive community.

Minister Lewis looks forward to future collaborations and the positive impact such initiatives will bring to the youth of St. Maarten.

Minister Gumbs Talks St. Maarten Investment Opportunities with APS

SINT MAARTEN (GREAT BAY) - Finding local investment opportunities and changes related to the investment manager of the Algemeen Pensioenfonds Sint Maarten (APS), popularly known as the Pension Fund, were among the topics Minister of Finance Marinka Gumbs, discussed at a recent meeting with Nathalie Tackling, Chairperson of the Supervisory Board of Directors of APS and Oscar Williams, director of APS. They also discussed matters regarding APS’s financials.

Minister Gumbs was informed about the “positive outlook” of finding local investment opportunities. She expressed her best wishes and said she looks forward to seeing these initiatives come to fruition.

The St. Maarten investment portfolio is part of the mission of APS described as “a future-proof pension fund, which invests in and on behalf of the pensioners and participants.” The entity that executes the managerial duties of APS’ local investment portfolio is Sint Maarten Investment Company BV (SMIC).

According to APS, it “strives to achieve an investment mix that not only generates healthy returns for the pension fund and its participants, but also contributes to the economic and social development of the communities in which APS operates.”

Minister Lewis present for the handing over to education materials to Marie Genevieve de Weever School

SINT MAARTEN (GREAT BAY) - On June 10, 2024, Minister Lyndon Lewis came to the Marie Genevieve de Weever School for the official presentation of the books and other educational material.

The purpose of the material is to improve students’ reading and writing, especially in the earlier grades of the public school. This educational material was partially funded by the Government of Sint Maarten and Biblionef for all primary public schools. 

Biblionef is a foundation in the Netherlands that provides new books to children in the Netherlands, the BES islands, St. Maarten, and Curacao.  Over the past years, this organization has donated books to schools in St. Maarten in collaboration with the St. Maarten Library.

Biblionef has also organized 2 trainings in Reading Promotion and Jolly Phonics for primary school teachers and managers at the beginning of this school year. 

Besides this donation, the last donation of books received from Biblionef for the Public schools was in March 2024 and last year, November 2023.

The educational materials were well received by the school.

MP Wescot advises the PM to reconsider the presentation to parliament on GEBE behind closed doors

SINT MAARTEN (GREAT BAY) - In a press release, issued on Sunday, Member of Parliament (MP) Wescot-Williams stated that while she understands the sensitivity of some of the negotiations regarding GEBE, she has suggested to the Prime Minister (PM), Dr. L. Mercelina that “whatever can responsibly be divulged should be done in an open meeting of parliament”.

“Although   information has been shared with the public at different intervals and by different parties (COM, GEBE etc), it is parliament’s right and duty to question the government, and government’s duty to provide information and answers publicly, once release of the information is not harmful to the country”, the MP added.

“Our Rules of Order are clear in this regard, and the ministers also have the right to request a closed-door meeting. It will always be a discussion about having closed door meetings of parliament or not”.

GEBE has not arrived at this point where it is at “out of the blue” and this parliament has not reneged on its duty to hold the government responsible and ask the government to give account for its actions or the lack thereof. This is evidenced from the fact that the current pending public meeting of parliament was requested on September 29, 2023, with questions remaining unanswered for months.

In fact, answers that were provided in writing to the parliament by the previous ministers painted a picture of GEBE that belied the actual situation of the company, the MP clarified.

“Solutions that on the surface appear to be feasible, whether in time or money, could contain risks that should be avoided in the interest of the country”, the MP opined.

“Had the government been transparent during its interaction with GEBE especially during the past governing term, we just might not have been in this dilemma.”

“Again, I emphasize that from the limited information I have been able to garner, there is no quick fix solution for the challenges we currently face and in my view, this conclusion would necessitate that government undertakes some intermediate action in the social domain, such as purchase of solar fans for the elderly and the most vulnerable ones in our community.

“We also, in collaboration with the relevant organizations already operational in the field, need to ensure that the same vulnerable groups are assured of one daily meal at least. This must be an island-wide undertaking.”

On the topic of renewable/alternative energy, the NA/UPP government approached the matter of alternative energy like it did with so many other things, lots of talk, fluff and hype, but in reality, nothing. Four years of underperforming or overdoing and this is the result. Discounting 18 months for the Covid pandemic and even then, 2 ½ years of underperforming or overdoing, MP Wescot bluntly stated.

“Former ministers have spoken about accessing funds for alternative energy programs but did nothing concretely to access these funds.”

“We are awaiting the results of Energynautics GmbH’s analysis, supported by the Trust Fund, which is ironically co-managed by the government and are yet to hear the previous government’s take on this and the relationship of this project with the government-commissioned Gridmarket study, which according to the NA-led government was confidential, due to an NDA (non-disclosure agreement)”.

“My decision to request Prime Minister Mercelina to reconsider his proposal for a closed door meeting and allow the people of St. Maarten to hear from the respective minister(s) on GEBE has nothing to do with any demand by the opposition for an “open door” meeting, but all to do with allowing the government to balance providing the public with information and safeguarding any national interest that could be affected by untimely and incomplete information that could jeopardize GEBE’s long-term survivability. This survivability is more than a corporate issue. It is the livelihood of the people of St. Maarten who are entitled to an uninterrupted supply of basic commodities, such electricity and water”.

I understand this balance, but I wish to assure all involved with solving GEBE’s woes, that in small communities like ours, it’s nearly impossible to escape the political rhetoric, especially in these times.

However, I am of the belief that sound judgement will prevail in the end, because there are more who truly wish to see this crisis solved structurally than there are those bent on derailing the process for short-term political gain, MP Wescot concluded.

I have experienced firsthand the joy and responsibility of being a father, and I understand the profound impact we have on our children's lives.

Your involvement and presence in their lives create the foundation for a stable and thriving community. It is through our example that our children learn the values of compassion, integrity, and resilience.
