Minister Plenipotentiary Arrindell tells stakeholders at Cyber Conference: We face a defining moment in shaping our collective digital future

THE NETHERLANDS (THE HAGUE) – The Minister Plenipotentiary of Sint Maarten Drs. Gracita Arrindell represented the Kingdom of the Netherlands at the Global Conference on Cyber Capacity Building (GC3B) with the theme “Cyber Resilience for Development.”

In the presence of policymakers, industry leaders, and civil society representatives, Minister Arrindell at the opening ceremony in her statement by the Kingdom of the Netherlands, “The digital revolution has transformed our world in unprecedented ways. It has connected us across continents, fueled economic growth, and empowered individuals. Yet, with these immense opportunities come equally significant challenges.

“Today, the digital domain is increasingly contested. We witness a concerning rise in cyber threats, digital oppression and attempts to fragment the global internet. The Kingdom of the Netherlands firmly believes that an open, free, and secure digital future is possible—but only through collaborative effort and shared responsibility.

“This is why cyber capacity building stands at the heart of our International Cyber Strategy and why we have proudly been the largest supporter to the Global Forum on Cyber Expertise over the past decade.”

Arrindell added: “The Kingdom of the Netherlands has endorsed the Accra call for cyber resilient development. We recognize how cyber capacity building is an integral part of sustainable development. That is also why we work together within the European Union with other partners to develop programmes with an integrated approach to digital transformation.”

Arrindell: “The complex challenges we face in cyberspace cannot be addressed by governments alone. A truly effective approach to cyber capacity building must embrace the multi-stakeholder model that has been the foundation of internet governance from its inception.

“In closing, the digital future we seek—open, free, and secure—does not exist by chance. It must be deliberately maintained through shared effort and mutual support. The Kingdom of the Netherlands stands ready to partner with you all in this vital work.”

During her closing remarks at the session on, “Towards a Cyber and Climate Resilient Digital Transition,” Minister Arrindell reflections were delivered on behalf of Sint Maarten.

“The path forward must be guided by two fundamental principles that emerged clearly from our discussions: First, integration is non-negotiable. Sustainability and security cannot operate in separate domains or follow disconnected road maps. Every digital solution deployed for climate resilience must undergo rigorous security evaluation from inception. Every renewable energy infrastructure project must incorporate cyber protection as a core design element. This isn't optional, it’s foundational to genuine resilience.

“Second, collaboration across traditional boundaries is essential. After all hurricanes do not stop at the border. The challenges of the twin transition transcend individual stakeholder capabilities. We need cooperation between technology developers and climate scientists, between security experts and sustainability practitioners, between public sector policymakers and private sector innovators and between developed nations and emerging economies.

“This important topic underscores the realities of the time we live in. Fragmentation is no longer an option. Fostering stronger partnerships increases global resilience. For Sint Maarten, follow up with concise steps forward from both public and private sectors is imperative for governments large or small in regard to identifying, and or updating existing rules and regulations thereby anchoring the relevant information in a transparent manner necessary to face these challenges head-on.

“Therefore, in the best interest of our community, sooner rather than later, we must decide on a coherent strategy for becoming a Cyber resilient nation similar to the manner in which Sint Maarten has an emergency response structure in place such as the Emergency Operations Center (EOC) and Emergency Support Functions (ESFs) where all entities are aware and familiar with each other’s actions in case of a calamity.

“After all, as I shared at the closing statement with the Conference, hurricanes do not stop at the border, neither does Cybercrime,” Minister Plenipotentiary Gracita Arrindell concluded.

The GC3B took place in Geneva, Switzerland from May 13-14.

UPP Urges Immediate Government Intervention Amid Ongoing Riot at Point Blanche Prison and Justice situation

SINT MAARTEN (GREAT BAY) - In response to the escalating situation at the Point Blanche Prison, where portions of the facility have been set ablaze during a violent riot, Members of Parliament and Faction of the United People's Party (UPP), MP Omar Ottley and MP Francisco Lacroes are calling on the Minister of Justice to take swift and decisive action to protect the lives of both inmates and prison personnel.

“This is a critical moment that demands immediate leadership and coordination from the highest levels of Government,” MP Ottley stated. “The safety and security of the prison’s staff and inmates must be the top priority. We cannot afford to allow bureaucratic stagnation to paralyze our response in times of crisis.” MP Lacroes Stated.

The UPP Faction has long voiced concerns about the deteriorating state of affairs within the Justice Ministry, particularly the lack of strategic oversight and execution. During recent parliamentary sessions, Ottley pressed the current Minister of Justice to move away from micromanagement and to focus on tangible results.

“For months, I have been warning that the Minister’s inability to finalize the legal positions (LBs) for police officers is affecting the entire justice chain,” MP Ottley said. “Her failure to act has now left our prison system vulnerable. The ongoing unrest is not just a wake-up call—it is the consequence of inaction.” MP Lacroes Stated.

The UPP urge the Government to mobilize all necessary resources, restore order, and immediately assess the facility for damages and risk. We must protect the people working inside that prison, and ensure that all inmates are treated humanely and with dignity—even amid such unrest.”

MP Christopher Wever Participates in Regional Discussions in Panama

SINT MAARTEN (GREAT BAY) – Member of Parliament Christopher Wever recently traveled to Panama to participate in key regional discussions centered on tourism, agriculture, alternative energy, and trade cooperation within Latin America and the Caribbean.

The visit provided valuable insights into ongoing developments and collaborative opportunities that could also be adapted to benefit St. Maarten.

Agricultural Growth and Trade Possibilities

Discussions around agriculture focused on regional collaboration and trade between neighboring countries in South and Latin America. MP Wever highlighted the importance of St. Maarten exploring similar partnerships, particularly with neighboring islands, to assess what is feasible and sustainable on a smaller scale. “We may be small, but there are opportunities to complement what’s already in the region and contribute meaningfully,” Wever stated.

Tourism Strategies and Airfare Accessibility

Tourism was another major topic, with a strong emphasis on South America—especially Brazil—working to lower regional airfare costs to stimulate intra-regional travel. “I mentioned that their main competitor is Europe because travelers are seeking historical and cultural experiences,” Wever explained. “South and Central America have a lot to offer, but the perception of safety remains a challenge they must overcome through targeted campaigns.”

He noted that Brazil’s hosting of the World Cup helped shift global perceptions positively. MP Wever encouraged St. Maarten and the wider Caribbean to consider similar promotional efforts and partnerships. He also emphasized the need to address the high cost of inter-island travel. “Sometimes it’s cheaper to fly to Miami than to a sister island like Curaçao. We need to develop a formula that makes regional travel more accessible and attractive,” he added.

Energy Alternatives and Sustainability

The final presentation in Panama centered around alternative energy. Topics ranged from fossil fuel reduction to the implementation of solar and wind energy solutions. “These are the same conversations we’ve been having in St. Maarten for years,” MP Wever remarked. “It’s time we take these discussions seriously and begin adapting these solutions within our local context.”

St. Maarten’s Voice in Regional Conversations

MP Wever underscored the importance of St. Maarten’s active participation in regional dialogue. “Even though many of these discussions are being handled on a much larger scale, the same issues apply to us. By staying engaged, we can adapt these strategies to fit our scale and realities.”

The trip to Panama has reaffirmed the significance of collaboration and the sharing of ideas across borders, ensuring that St. Maarten remains proactive and connected in addressing global challenges with local solutions.
