ODM: Continue to Remain Vigilant. Active Systems: Helene, Isaac

SINT MAARTEN (GREAT BAY, (DCOMM) – Fire Chief and National Disaster Coordinator of the Office of Disaster Management (ODM) Clive Richardson, is calling on residents and the business community to continue to remain vigilant and monitor local weather reports from the Meteorological Department of St. Maarten (MDS): www.meteosxm.com or visit their social media page Facebook.com/sxmweather/ as the country moves through the peak of the 2024 Atlantic hurricane season.

There are currently two active weather systems. The fifth hurricane of the season Helene is in the Gulf of Mexico and could become a Category 3 or 4 before making landfall in Florida.

Tropical Storm Isaac is located in the north central Atlantic Ocean and is currently no threat to land. It is forecast to become the sixth hurricane of the season.

The next system that is being monitored is a tropical disturbance in the eastern Atlantic Ocean near the Cape Verde islands. This system is forecast to become the tenth named storm of the season later this week or over the weekend and will be named Joyce.

ODM calls on the community to double check their disaster supply kit which should be in place from the beginning of the hurricane season.

The disaster supply kit should have at least seven days of food and water. If you haven’t compiled such, the time to do so is now! Don’t wait for the last moment to be storm/hurricane ready.

The remaining storm names for the 2024 Atlantic hurricane season are: Joyce, Kirk, Leslie, Milton, Nadine, Oscar, Patty, Rafael, Sara, Tony, Valerie, and William.

The community is urged to learn more about hurricane hazards and resources you need on how to prepare your family, home, or business for a storm/hurricane strike by visiting the Government website: www.sintmaartengov.org/hurricane where you will be able to download your “Hurricane Season Readiness Guide’ and “Hurricane Tracking Chart.” The information here is also valuable for new residents.

Residents, visitors and business owners and operators should know the difference between a watch and a warning.

A Tropical Storm Watch is issued when tropical storm conditions of sustained winds of 39 to 73 miles per hour are possible within a specified area within 48 hours; a Tropical Storm Warning means tropical storm conditions can be expected within 36 hours. Tropical Storm does not have to reach hurricane strength to be deadly.

A Hurricane Watch means hurricane conditions are possible within the watch area, with tropical storm force winds beginning within 48 hours; a hurricane warning means hurricane conditions are expected somewhere within the warning area, with tropical storm force winds beginning within 36 hours.

Suspect arrested in ongoing fraud investigation

SINT MAARTEN (GREAT BAY) - On September 16, 2024, at approximately 6:00am, the Detective Department of the Sint Maarten Police Force KPSM, in collaboration with personnel from the Prosecutor’s Office and other law enforcement agencies, arrested a suspect, with initials L.L.A., in connection with an ongoing fraud investigation.

The suspect was arrested at her residence in Dawn Beach. The suspect is now held at the police station in Philipsburg for further questioning.

Following the arrest, law enforcement searched the residence. Several items vital to the investigation were confiscated.

L.L.A.’s administrative office in Philipsburg was also searched by law enforcement.

KPSM urges anyone who may have complaints or information pertaining to this fraud case to report this to the Detective Department in Philipsburg. Public assistance is invaluable in ensuring a thorough and successful investigation.

KPSM and the Prosecutor’s Office remain committed to addressing fraudulent activities and ensuring that those involved are brought to justice.

Fire Department Extinguishes Monday night Fire

SINT MAARTEN (CUPECOY) – The Central Police Dispatch received several calls on Monday evening at 9:20 pm about a fire at the Sapphire Beach Club in Cupecoy. Several police patrols were dispatched to the location.

At the scene it was discovered that the fire was coming from a storage space under the hotel. Personnel from the Fire Department were dispatched too and started battling the fire which was brought under control at 11:00 pm.

On Monday night the Fire Department was still monitoring the situation while detectives carried out an investigation.

The road in front of the hotel was closed off to motorized vehicles during the process to extinguish the storeroom fire.

There were no injuries reported.

Council of Advice Pays Courtesy Visit to Prime Minister Mercelina. Presents 2023 Annual Report

SINT MAARTEN (GREAT BAY) - The Honorable Prime Minister, Dr. Luc Mercelina, welcomed a courtesy visit today by the Vice-Chair of the Council of Advice, Mrs. Genara C. Richardson-Nicolaas, and Secretary Mr. Jessey Salomon. During the meeting, the esteemed delegation presented the Prime Minister with the Council’s "2023 Annual Report", affirming their continued commitment to providing sound and independent advice on matters of national governance and development.

The Council of Advice plays a pivotal role in shaping the country's legislative process by offering informed opinions to the government and Parliament. During their visit, Mrs. Richardson-Nicolaas and Mr. Salomon highlighted key areas of focus from the 2023 Annual Report, addressing critical policy considerations, challenges, and opportunities that will shape the St. Maarten's future.

In receiving the report, Prime Minister Dr. Luc Mercelina expressed his appreciation for the Council’s dedication to transparent governance and the value of their insights to ensure effective policymaking.

“The 2023 Annual Report from the Council of Advice offers crucial recommendations that will guide us in our ongoing mission to uplift our country and address the needs of our people. MP BRUG continues to champion the removal of taxes on AOV pension

SINT MAARTEN (GREAT BAY) - As a Member of Parliament (MP) and a candidate contesting the August 19th, elections I was elated to learn in the media that our current Minister of Finance did research on the possibility to remove taxes on the General Old Age Pension for our seniors.

On June 23rd, 2024, I submitted a set of questions to the Minister of Finance regarding the pressure the Ministry of Finance has been putting on our seniors making it difficult for our seniors to maintain a decent standard of living. In my letter of June 23rd, which I am yet to receive an update from the Minister, I sought clarity on several matters including:

  • A breakdown as to how income of seniors is taxed.
  • Whether pension received from other countries are also taxed.
  • How much income does the government currently receives from taxes collected on senior citizens' pensions.
  • Whether there has been any assessment of how the current tax policies impact the financial wellbeing and quality of life of senior citizens. If so, whether these findings could be shared with Parliament.
  • What the total tax revenue is that is generated from AOV (General Old Age Pension) and private company pensions from senior citizens.
  • Whether there are any plans or discussions underway to review and potentially revise the tax policies affecting senior citizens to better contribute to their financial wellbeing.

It is my intention to request along with fellow members of parliament a presentation from the Minister on her research on ways to eliminate taxes on our General Old Age Pension. Whether or not I am re-elected, I will continue to advocate and work tirelessly for the people of Sint Maarten, ensuring that our seniors receive the support they deserve, beyond mere election-time promises.

Our seniors have contributed significantly to society and deserve to spend their golden years in comfort and dignity, free from financial stress. For some this is just a political issue. For me it is a matter of respect and care for those who have laid the groundwork for our community's progress.

Our seniors deserve more than just political rhetoric and false promises around election time.

MP Brug supports the call of the Integrity Chamber for pre-screening of ministers

SINT MAARTEN (GREAT BAY) - Unified Resilient Sint Maarten Movement Member of Parliament Richinel Brug supports the call of the Integrity Chamber for a pre-screening process of ministers, Brug said in a press statement on Friday.

In a recent article the Integrity Chamber shared that the Chamber has submitted an advice to the Government and Parliament of Sint Maarten on the screening of ministers. This advice outlines a need for more transparency regarding the process and more awareness regarding the requirements for the ministerial role.

In their report the Chamber proposes three screening phases: 1) the pre-screening ‘recruitment’ phase, 2) the screening phase and 3) the post-screening ‘monitoring’ phase.

“I believe the call for a pre-screening process of ministers by the Integrity Chamber is an important step towards ensuring transparency and integrity within the Government of Sint Maarten. By identifying candidates for ministerial positions before they are added to the list, political parties can proactively address any potential issues that may arise during the screening process, ultimately streamlining the process and ensuring the appointment of qualified and “integer” individuals. It is for this reason that I have submitted a clean police record and my personal and business tax overviews to the board of the URSM prior to being elected,”

MP Brug concluded: “In a time where integrity and character are more important than ever, it is crucial to have individuals who uphold these values in positions of power. By implementing a pre-screening process, the actual screening process can be expedited, ensuring that only the most qualified and trustworthy individuals take on the responsibilities of being a minister.”

UPDATE: Business & Government Reopen on Wednesday. Airport Opens at 7:00 AM

SINT MAARTEN (GREAT BAY) – The Prime Minister of Sint Maarten on Tuesday evening August 13, 2024 at 7:30 PM addressed the nation with respect to the post-Tropical Storm Ernesto.

Prime Minister Dr. Luc Mercelina: Good evening citizens and visitors of Sint Maarten. Based on preliminary assessments, our country received some damages from the passing of Tropical Storm Ernesto.

According to the Meteorological Department of Sint Maarten (MDS) at 5:00 PM Tuesday, August 13, Tropical Storm Ernesto was located 65 miles west of Sint Maarten.

The Tropical Storm Warning will be discontinued at 8:00 PM this evening, however a Flood Watch and a Small Craft Warning remains in effect for the country.

Ernesto is currently at its closest point to the island. The highest wind gusts recorded at the airport this afternoon was 60 miles per hour.

Regarding our current state of affairs, Ernesto passed our country and is moving further away:

PORT FACILITY

The Port St. Maarten Group announced that based on a preliminary assessment of port facilities, there is no sign of infrastructure damage from the high seas. No ships will be able to dock at our port facilities until the sea state subsides.

AIRPORT

Services will resume at the Princess Juliana International Airport on Wednesday, August 14 at 7:00 AM. Visitors currently on the island will have to check with their respective airline concerning their departure flight information.

EDUCATION

The Safety and Emergency Management Committee will request school boards to conduct readiness assessment reports to ensure that everything is in place for the start of the new school year.

Schools will remain closed on Wednesday, August 14. The Minister of Education, Culture, Youth and Sports will officially announce when schools will reopen.

ROAD NETWORK INFRASTRUCTURE

Based on preliminary assessments carried out by the Ministry of VROMI, most of the road network is clear. Clearing crews have been busy removing some downed trees and other small debris on Tuesday. These works will continue.

Motorists should be aware of some flooding in low lying areas and should drive with caution.

BUSINESS AND GOVERNMENT SERVICES

All businesses can return to regular business operations as of Wednesday, August 14.

All government offices will reopen on Wednesday, August 14 at the regular scheduled hours.

Decisions taken by the Government under the advice of its various ministries and departments was based on not underestimating the potential impact of the storm.

My fellow Sint Maarteners and visitors, thank you for your attention and for remaining off the road network by prioritizing your safety and well-being during the passing of Tropical Storm Ernesto.

Even though the tropical storm was not a direct hit, it still had considerable influence on our weather. I implore the nation to continue to remain at a heighten level of preparedness for the hurricane season.

Our country and the region are now approaching the peak period of the 2024 Atlantic hurricane season. Continue to remain vigilant and prepared.

Remember we still need to exercise caution tonight and tomorrow as a flood watch and small craft advisory remain in effect.

ARCHIVED - MONDAY, AUGUST 12, 2024 - SINT MAARTEN (GREAT BAY) – The Prime Minister of Sint Maarten Dr. Luc Mercelina spoke to the nation on Monday evening August 12 at 8:30 PM in relation to the approach of Tropical Storm Ernesto.

Prime Minister Mercelina: Good evening citizens and visitors of Sint Maarten,

I come to you this evening to provide an update on Tropical Cyclone #5 which has now been upgraded to Tropical Storm Ernesto as of 5:00 PM.

As of 8:00 AM Monday morning August 12, the Tropical Storm Watch for the country was upgraded to a Tropical Storm Warning.

This means that our country can expect a deterioration in weather conditions within the next 36 hours. The country is also under a Small Craft Warning and a Flood Watch until further notice.

Tropical Storm Ernesto according to the Meteorological Department of Sint Maarten (MDS) at 5:00 PM was located 395 miles southeast of Sint Maarten.

Ernesto is forecast to pass at its closest approximately 74 miles southwest of the country on Tuesday evening.

Potential impact for the country is very rough seas up to 14 feet mainly along the southern and eastern coasts of the country along with ground swells from late Monday through Thursday.

Cloudy to overcast skies; scattered showers, thunderstorms and between two to four inches of accumulated rainfall is anticipated, and possible tropical-storm force winds.

Flooding in low lying areas and rockslides are anticipated in vulnerable areas.

The Emergency Operations Center (EOC) met at midday today Monday, August 12 to assess the current situation and to review national preparations.

Schools are to remain closed on Tuesday August 13.

All businesses are to close at 11:00 PM tonight, Monday, August 12; and are to remain closed on Tuesday, August 13. There are a few exemptions to this, and these are emergency services such as pharmacies, medical centers, hotels and guesthouses.

All government offices will be closed on Tuesday, August 13. and Civil servants are not expected to report to work.

Personnel from the emergency services will continue to function.

Motorists who do not need to be on the public road network should remain at home with family and friends.

Measures related to water drainage, trenches and the water levels in the ponds, have been taken by the Ministry of VROMI.

Those with disaster passes, I would like to inform you that they are still valid for the 2024 Atlantic hurricane season.

I would like to reiterate that all political billboards and political paraphernalia should be removed, including those on private property. This also includes commercial signs/billboards that may become vulnerable to heavy winds. This measure is to prevent any hazards to persons, damage to homes and businesses, or blockage of the public road network for emergency services. Public safety is priority number one.

People who feel insecure in their home should make preparations to stay with family or friends. Those preparations should be made as soon as possible.

For now the shelters will remain closed. Shelters will be opened when a hurricane watch/warning has been issued.

The Princess Juliana International Airport will be closed as of Tuesday, August 13 at 10:00 AM, as well as Wednesday, August 14. The airport expects to resume full operations on Thursday, August 15 at 7:00 AM.

Regarding Port St. Maarten, a cruise was scheduled to call at Sint Maarten on Tuesday, however this port call has been cancelled and rescheduled for Friday, August 16.

All Emergency Support Functions and related Government agencies have made the necessary preparations for the passing of Tropical Storm Ernesto.

The Government of Sint Maarten through the Meteorological Department Sint Maarten continues to monitor closely the progress of Tropical Storm Ernesto and will keep you informed.

The next national update with respect to the state of affairs mentioned here this evening will take place on Tuesday, August 13 at 6:00 PM.

Minister VSA Visits Seven Seas Water Group’s Point Blanche Water Plant

SINT MAARTEN (GREAT BAY) - On July 25th, 2024, the Honorable Minister of Public Health, Social Development and Labor, Veronica Jansen-Webster, conducted an official visit to Seven Seas Water Group’s Point Blanche Water Plant, highlighting the government’s commitment to ensuring a stable water supply in light of the ongoing construction boom in the Cole Bay, Simpson Bay and Cupecoy areas.

During her visit, Minister Webster received a presentation from Seven Seas, toured the facility, met with plant management and staff, and reviewed the latest operational updates and infrastructure improvements. The Point Blanche, Cay Bay and Cupecoy water plants, owned and operated by Seven Seas, play a crucial role in providing potable water to the island’s residents and businesses, making it a key component of the region’s public utility infrastructure. Since 2007, Seven Seas has been the sole provider of reliable water for the island through its Water-as-a-Service solutions.

In her remarks, Minister Webster emphasized the importance of maintaining a reliable water supply system as new developments continue to rise. “With the rapid growth and development in Cole Bay, Simpson Bay and Cupecoy, it is important that we proactively address the challenges of water demand. Our priority is to ensure that residents and businesses have uninterrupted access to clean and safe water,” she stated.

The construction boom in the western part of the island has led to an increased demand for water resources, making it essential to upgrade and expand existing water infrastructure. Minister Webster highlighted several strategic initiatives aimed at bolstering the water supply network, including:

  1. Infrastructure Upgrades: Investing in modernizing the water treatment and distribution systems to enhance capacity and efficiency.
  2. Sustainability Practices: Implementing sustainable water management practices to ensure long-term availability of resources.

Minister Jansen-Webster Addresses MP Arrindell’s Concerns on Healthcare, Social Services, & Labor Rights

SINT MAARTEN (GREAT BAY) - In a rebuttal to Member of Parliament (MP) A. Arrindell's alarming concerns about healthcare, social services, and labor rights on Sint Maarten, the Honorable Minister of Public Health, Social Development, and Labor, Veronica Jansen-Webster, categorically dismisses these claims as unfounded and misleading.

“MP Arrindell's assertions about healthcare inaction are patently false,” Minister Jansen-Webster stated emphatically. “We have made significant strides, responding to 25 out of the 31 questions posed, with only six pending due to the need for further departmental information.

“The previous administration's failure to finalize the Social Economic Council (SER) stalled progress on crucial issues like general health insurance, which MP Arrindell now questions. Our government remains steadfast in its commitment to transparent and effective governance, and we will continue to address these issues diligently.”

Regarding student nurses, stipends, and nurses’ salaries, Minister Jansen-Webster clarified, “These matters fall outside the ministry’s direct control, as the government does not set nurses’ salaries. While MP Arrindell may find this a convenient election topic, these issues have long predated our current administration and are not resolvable within a mere three months.”

Labor Rights and Contract Practices

Addressing labor rights and contract practices, Minister Jansen-Webster highlighted the complexity and longevity of these challenges. “The MP raises long-standing labor issues that cannot be fixed overnight. Our ministry is committed to research-based policy development, aiming to enhance labor policies that will improve the conditions of all workers and broaden the base of our social insurance system.”

MP Kotai champions Infrastructure Bonds for economic revitalization

SINT MAARTEN (GREAT BAY) - In a move to rejuvenate St. Maarten's economy, Democratic Party (DP) Member of Parliament Viren V. Kotai is exploring the introduction of infrastructure bonds. This initiative aims to tackle the island's economic challenges head-on and deliver substantial benefits to its citizens. In light of Moody's downgrade of St. Maarten’s credit rating to Ba2, MP Kotai underscores the necessity for innovative and practical solutions that yield real results for the people of St. Maarten. 

"Modern infrastructure is a magnet for international investment and tourism, enhancing our global reputation and economic outlook. Infrastructure bonds offer citizens a stable and attractive investment opportunity," stated MP Kotai. "These bonds will serve as a secure investment vehicle, ensuring broad participation and benefit across our community." 

MP Kotai plans to actively engage with the directorate of the Central Bank of Curacao and St. Maarten to discuss this initiative. "Our bank is a crucial development partner. I am committed to establishing a strong relationship to transform St. Maarten into the envy of the Caribbean once again," Kotai added. 

An exploratory meeting with the Central Bank has been requested by MP Kotai to assess current economic measures, strategize the implementation of infrastructure bonds, and outline a long-term plan to restore a robust international credit rating. 

By funding critical projects such as roads, schools, and upgraded utility services, these bonds will stimulate economic activity and create jobs, thereby fostering a resilient economy. "Upgrading our infrastructure is essential for ensuring reliable and safe public services, which in turn enhances the quality of life for all citizens. Additionally, infrastructure bonds can support green projects, promoting sustainable development," Kotai explained. 

MP Kotai believes that investing in these bonds allows citizens to contribute directly to their community's development, instilling pride and a sense of accomplishment. These bonds are designed to be accessible to both local and foreign investors, ensuring widespread participation and benefit from national growth. 

Addressing concerns about the Ba2 rating, MP Kotai acknowledges the challenge but proposes concrete solutions to restore confidence: "Involving the entire nation in our growth is crucial. Previous governments have failed to deliver on promises of affordable housing, resorting to empty rhetoric rather than tangible action. Real nation-building means engaging all citizens, not just a select few.
