Police Reflect Positively on Jouvert Morning Jump-Up. Urges Vigilance Regarding Minors, Road Safety, and Lost Property

SINT MAARTEN (GREAT BAY) - The Sint Maarten Police Force (KPSM) would like to inform the public that the Jouvert Morning Jump-Up, held in the early hours of Saturday, April 26, 2025, proceeded in an orderly and relatively safe manner.

The event commenced promptly at approximately 4:00 AM, with the first band arriving at the Festival Village just after 10:15 AM. Despite the large number of revelers gathered to celebrate, police interventions remained minimal.

Throughout the event, two individuals were arrested for public intoxication. Officers also rendered assistance to a minor who was found to be under the influence of alcohol. Additionally, one person was arrested for possession of narcotics.

Overall, KPSM is satisfied with the general conduct displayed by the majority of participants and commends the community for their cooperation, which contributed to the event’s success.

Nevertheless, the Police Force remains deeply concerned by the presence of minors under the influence of alcohol during such public festivities. This issue is not only a policing matter but a broader societal concern. KPSM once again calls upon parents and guardians to exercise greater vigilance over their minor children, ensuring their safety and appropriate behavior during large-scale public events.

  • KPSM also reminds all motorists that during parades and jump-ups, the Soualiga Road and surrounding areas will be closed to vehicular traffic for certain periods. These closures are necessary to prevent unsafe situations between moving vehicles and pedestrians or revelers on the roadway.
  • Additionally, KPSM informs the public that several personal items, including identification cards, cash, wallets, and keys, were turned in to the Philipsburg Police Station during the festivities. Persons who believe they may have lost any of these items are invited to visit the Philipsburg station between 8:00 AM and 4:00 PM on regular working days to inquire and retrieve their belongings.

KPSM thanks the public for their continued cooperation and urges everyone to prioritize safety and responsibility as we move through the remainder of the Carnival season.

Guyana Passport Issues Being Resolved. Consulate to Receive Biometric Kit

SINT MAARTEN (SAUNDERS) - After months of delay, citizens of Guyana living outside their homeland will soon be able to receive their new passports, and the Sint Maarten Consulate is among 10 of 29 in the diaspora to receive the first set of biometric kits.

This announcement was made on Wednesday during a virtual meeting of Heads of Missions and Permanent Secretary within the Ministry of Foreign Affairs and International Corporation, Ambassador Elisabeth Harper; and Deputy Chief Immigration Officer, Senior Superintendent Stephen Telford.

The delay stemmed from a change of systems at the Central Passport and Immigration Office in Georgetown, which now requires all applicants to submit their biometrics before the travel document can be processed.

Unfortunately, the system was implemented before Guyana Embassies and Consulates around the world were equipped with the necessary equipment. This caused a four-to-five-month delay if persons were unable to travel to Guyana.

As a result, close to 100 persons residing on Sint Maarten are currently affected by the delay and have been unable to move forward with processing immigration and other documents, or travelling.

“We all are facing the brunt of it. No one, in my humble view, is responsible for what is happening…I think our service provider would have put us in this situation,” stated Telford. He assured all Heads of Mission that he has in excess of 200,000 passport books, but the issue is having the equipment at the various consulates to do the interface needed, after which the passports can be printed.

Telford said at the moment there are only 10 kits, which comprise a computer monitor and CPU, a camera and tripod, a biometric reader system, a fingerprint/signature pad, and passport scanner. As of Tuesday, the complete kits arrived in Guyana and were programmed to link the Consulates in the diaspora with the system in Guyana. That programming was expected to be completed by the end of last Wednesday.

Each Head of Mission will be required to coordinate the intake of applicants and will be responsible for the accuracy of the information. The system will have three roles - acceptance, biometrics and issuance. All applicants will be required to submit fingerprints and have their photographs taken. No longer will forms be required, as once the information goes into the system, the passport can be printed in Guyana. Thereafter, the travel document will be posted out. All applicants are required to use their fingerprint to uplift their document.

“The reality is that nobody can collect anybody’s passport…If anybody comes and puts their fingerprint for somebody else’s passport, the system will not accept it,” the DCIO stated. This raised a number of concerns in the meeting, as several consuls indicated that it may be cost-prohibitive for persons to travel to the nearest Consulate (for example, persons who live in Curacao, but may have to travel to Sint Maarten or St. Kitts). Both Ambassador Harper and DCIO Telford said they will revisit this requirement, as from an operational standpoint they will try to see how best to serve the citizens of Guyana.

In the meantime, however, persons must uplift their new passports at the same office where the application was made.

Telford said he appreciates the quality of the new passport as there is a high level of security features. “If any person makes any attempt to tamper with the passport, the passport will become ineffective because of the computerised system and the connectivity with everything,” he stated.

According to the Immigration Chief, the locations to receive the initial kits are Antigua and Barbuda, Brussels (Belgium), Barbados, Toronto (Canada), London (England), New York and Washington DC (USA), Sint Maarten, Paramaribo (Suriname), and Trinidad and Tobago,

In order to ensure a smooth transition, Telford said efforts are being made to send immigration officers to the above-listed locations to guide the process for the first few days. Telford said he and his staff are prepared to work beyond the call of duty to alleviate the backlog of applications, as there are currently more than 4,000 passport applications pending from around the world.

He said starting last Wednesday, they have begun the input of all passport application forms currently at the Passport Office in Georgetown. This is the first phase. Once the immigration officer lands with the kit, he/she will commence the second phase, which is to go through the biometric process of the applicants. “Once that is done, I will print the passport immediately. My staff is prepared to work into the evenings, both at your end and in Georgetown here to push the backlog of passports out in the shortest possible time…so that it can be sent to your end for issuing,” Telford told the consuls.

Moving forward, children under the age of ten will not sign for passports. Previously, children aged eight and up were required to sign. A new feature will see the photograph and name of one parent printed opposite the child’s biodata page. It does not matter whether or not that parent holds Guyanese nationality.

Guyanese nationals landing at the Cheddi Jagan International Airport, Timehri or at the Eugene F. Corriea International Airport at Ogle will have an ease of entry at the E-gates using the new passport. Those using the old passports, which will phase out by 2027, will not be able to use the E-gates and must be processed by an immigration officer.

“The system is such that…we have tested it and it took 11 seconds for someone to clear that process,” Telford stated.

Guyana’s Honorary Consul, Kim Lucas-Felix said once the system has been installed, she will begin scheduling pending applicants to visit the Consulate in Saunders to take their biometrics, so that all outstanding passports can be printed.

REFORMS CRITICAL FOR WASTE SECTOR SUCCESS

SINT MAARTEN (GREAT BAY) - The Ministry of Public Housing, Spatial Planning, Environment, and Infrastructure (VROMI), led by Patrice Gumbs Jr. along with members from the National Recovery Program Bureau (NRPB), recently concluded a trip to Aruba, where discussions centered on waste management strategies and circular economy practices.

Hosted by Minister of Transport, Integrity, Nature, and Senior Affairs Ursell Arends, the trip was in line with ongoing trust fund projects on the landfill and waste management. The visit allowed the delegation to observe firsthand how Aruba is addressing waste diversion, policy implementation, and sustainable financing in its waste sector.

During the trip, the delegation explored waste reduction initiatives, including tire recycling, green waste processing, and material separation. These efforts divert waste away from the landfill, limiting how much is dumped; simultaneously enhancing capacity and supporting local business.

The importance of prioritizing reuse, recycling, and composting over incineration was emphasized, alongside the need for a robust legal framework to ensure responsible waste disposal. Following the meetings held with the contractors, the aspect of diversion is very important on Sint Maarten.

The Minister’s vision includes the stepping back of Government in waste management and the recognition, facilitation, and support of ongoing initiatives in the private sector.

“There are a lot of entities involved in the different streams of waste. They have the resources, expertise, and in some instances the (access to) capital that Government does not. The future role of Government will be that of an enabler, in tandem with setting regulations and standards, and reflected in the mandate of the to be established waste authority”, Gumbs stated.

The discussions also shed light on some of the challenges faced in waste management, including the effects of shifting political will, potential conflicts between private sector interests and national sustainability objectives, and the allocation of fees and environmental levies. The delegation exchanged ideas on how to ensure that waste management remains a long-term priority supported by dedicated financial resources and effective policy enforcement.

The insights gained from Aruba reinforced the significance of enforcement mechanisms and the necessity of collaboration with both local and international stakeholders to develop tailored solutions for waste management.

The delegation also noted the need for structured, well-planned waste management reforms that consider financial feasibility, environmental sustainability, and community engagement. The feasibility study for the landfill is well underway and will provide a masterplan for efficient use of the existing landfill on Sint Maarten.

The Ministry of VROMI remains committed to exploring and integrating best practices that align with Sint Maarten’s unique challenges and opportunities. The information gathered from this mission will contribute to ongoing efforts to enhance waste management policies and initiatives, ensuring a more sustainable and efficient approach to handling waste on the island.

Caribbean Travel Marketplace in Antigua & Barbuda set to drive industry growth and innovation in 2025

SINT MAARTEN/MIAMI, Fla. – After a historic 2024 that shattered visitor records and delivered transformative advocacy wins, the Caribbean Hotel and Tourism Association (CHTA), is setting the stage for meaningful progress and development for the industry and its members. Sanovnik Destang, Executive Director of Bay Gardens Resorts and President of CHTA, unveiled a bold vision for 2025 centered on innovation, sustainability, and collaboration—promising to position the region as a global leader in tourism and economic development.

A Year of Growth and Resilience

“The Caribbean achieved unparalleled success in 2024, thanks to the collective strength of our community,” said Destang. “We recorded historic visitor numbers, tackled legislative challenges, and made strides in connecting tourism with other vital economic sectors.”

Among the most significant achievements for economic growth was a tax advocacy effort in the Dominican Republic, which helped preserve vital tax incentives for hotels and tourism businesses that had been under threat of removal due to proposed tax reforms.

The year also saw the establishment of the Linkages Task Force, led by former CHTA President Nicola Madden-Greig, to strengthen connections between tourism and sectors such as agriculture and local businesses, fostering a more inclusive economic model.

Additionally, the Caribbean Hospitality Industry Exchange Forum (CHIEF) and the return of Taste of the Caribbean provided valuable platforms to showcase regional excellence, foster collaboration, and drive innovation.

Building on the Success of 2024: Looking Ahead to 2025

With the momentum from a record-breaking year, CHTA is now setting its sights on 2025. According to travel intelligence company Forward Keys, the island of Curaçao has seen a 16 percent increase in flight bookings for the first quarter of 2025 compared to the same period in 2024, while Sint Maarten and Antigua and Barbuda have each recorded an 11 percent increase.

Capitalizing on these strong early trends, CHTA’s 2025 strategy will focus on three transformative pillars:

Developing the Region’s Workforce: New training initiatives will equip hospitality professionals with the skills needed to keep the Caribbean competitive on a global scale.

Harnessing Technology: Enhancing guest experiences and improving operational efficiency through digital transformation remains a top priority.

Strengthening Linkages: Deepening connections between tourism and local industries to drive sustainable growth and enrich visitor experiences.

“A key part of this vision is our 2025 work plan, which also includes updates to our bylaws to modernize governance and ensure CHTA remains agile, inclusive, and future-focused,” Destang explained.

Caribbean Travel Marketplace 2025: A First for Antigua & Barbuda

One of the most anticipated events of the year, the Caribbean Travel Marketplace, will be hosted in Antigua & Barbuda for the first time. This marks only the third time the event has been held in the Eastern Caribbean. Marketplace 2025 will offer an enhanced experience with features such as the Linkages Trade Show, Responsible Tourism Day, and the Direct Booking Summit – Caribbean Edition, all designed to foster collaboration, innovation and drive business to the region and CHTA members.

“Caribbean Travel Marketplace, along with supplemental CHTA events this year, will serve as a catalyst for collaboration and new ideas, setting the stage for the future of Caribbean tourism,” Destang added.

With a steadfast commitment to partnership, innovation, and sustainability, CHTA is poised to lead the region into a new era of opportunity.
