APPOINTMENT OF INTERIM CHAIRMAN OF THE SUPERVISORY BOARD MHC

SINT MAARTEN (GREAT BAY) - As of January 1, 2025, Paul Rosenmöller has been appointed as interim chairman of the Supervisory Board of Mental Health Caribbean (MHC). He replaces the members of the Supervisory Board who were in office until the end of 2024.

His main task, in addition to supervision, is to guide the procedure for the appointment of a completely new Supervisory Board. The previous Supervisory Board consisted of chairman Jurenne Hooi and members Don Olthof, Theo de Kool, Giullitta Anthony and Gerald Simmons - de Jong. This board collectively stepped down from office on December 31, 2024.

Why a new Supervisory Board?

In the past period, the Supervisory Board has reflected on the development of MHC. They have noted that the organization has developed into a professional organization that employees, management and the Board can be proud of.

This marks an important moment: MHC is ready for the next phase of its development. An important first step in this was the appointment of a new director-manager. A well-functioning Supervisory Board remains crucial to support the new director and to guide the further growth of MHC.

To make room for this transition, the entire Supervisory Board has decided to make its position available. This decision was in line with the fact that three members of the Supervisory Board had reached the end of their second term, making succession necessary.

This offers a unique opportunity to put together a new Supervisory Board, guided by an interim chairman, that fits in with MHC's future plans. The Supervisory Board has appointed a new interim chairman for this task, Paul Rosenmöller.

About Paul Rosenmöller

Paul Rosenmöller (1956) is an experienced executive, supervisor and politician with a strong commitment to the Caribbean Netherlands. His broad knowledge, extensive experience and connecting qualities make him ideally suited for this role.

Since 2019, he has been party leader in the Senate (Eerste Kamer) and also chairman of the Senate Committee for Kingdom Relations (KOREL).

In addition, he has been a member since 2022 and vice-chairman since 2024 of the Supervisory Board of the Scholengemeenschap Bonaire (SGB). With his years of experience, Paul brings peace, stability and a connecting approach.

His extensive knowledge of and commitment to the Caribbean, combined with his proven leadership, radiates trust and integrity. These qualities have led the retiring Supervisory Board members to recommend and appoint Paul as interim chairman of the Supervisory Board of MHC.

Minister Brug warns against unnecessary unrest throughout the community

SINT MAARTEN (GREAT BAY) - Minister of Public Health, Social Development and Labor Richinel Brug warns against unnecessary unrest in our community. As flu season is upon us, rumors and misinformation can easily spread panic.

However, Minister Brug emphasizes the importance of relying on accurate information backed by data from the ministry of Public Health, specifically from the department of Collective Prevention Services (CPS).

Amidst the current flu season, parts of China are dealing with what is referred to as the HMPV outbreak. Contrary to recent article published in local media and on social media, this virus is not a new respiratory illness.

Neither is it new to countries this part of the world nor Sint Maarten, as we have had cases in recent years. Our competent and dedicated professionals at the department of Collective Prevention Services (CPS) have been closely monitoring this outbreak and will continue to do so.

As stated before, HMPV is a virus that is quite familiar as Sint Maarten has cases annually. As is common every flu season, countries all over the world including Sint Maarten are faced with an increase in different flu cases.

CPS is closely in contact with our health partners within the Dutch Caribbean and RIVM. Let it be clear that this Government, my person, and our hardworking civil servants within the Ministry of Public Health continue to work diligently in a pro-active manner to ensure the safety and wellbeing of our people.

While vigilance is necessary, there is no immediate cause for alarm or drastic action. If and when Sint Maarten would have to escalade our preparations, we will do so in a coordinated and planned manner.

SCF’s ReLeaf Saba project transitions to PES’s reforestation project

SABA (THE BOTTOM) - With the Saba Conservation Foundation’s ReLeaf Saba reforestation project having come to an end, the monitoring and maintenance of the trees that have been outplanted and those in its tree nursery have been transitioned to the Public Entity’s reforestation project.

This step was taken to ensure the survival of the trees and to ensure the efforts of the SCF have a lasting impact. These trees will play a critical role in increasing Saba’s biodiversity, further helping the land restoration efforts of the Public Entity and in making Saba more resilient to climate change.

To prepare for this, the management of both projects met for a smooth transition of trees and all relevant data that the Public Entity’s reforestation project will need to continue with the monitoring and maintenance of the trees. Over the span of the project, over 1,500 trees have been outplanted by the ReLeaf team across 6 different sites. The outplanted trees have been recorded in a database, which will help the Public Entity’s reforestation team with continued monitoring and maintenance. These trees will be monitored for another year to ensure they continue to grow in the natural environment of Saba until they are established and are able to survive on their own.

The saplings remaining in the SCF’s tree nursery that had not been outplanted were also transferred to the Public Entity’s reforestation project. Both project teams transferred over 300 saplings and other plant species to the new nursery site of the Public Entity’s reforestation project. These trees will be used by the Public Entity’s reforestation project for outplanting. In the meantime, the trees will be kept and cared for at its new and second nursery site at the hydroponics farm project in Rendezvous.

The Saba Conservation Foundation started its ReLeaf Saba reforestation project in April 2023. This project was done in collaboration with the reforestation project of St. Eustatius National Parks Foundation (STENAPA) in St. Eustatius, was funded by the European Union program RESEMBID (Resilience Sustainable Energy and Marine Biodiversity) and implemented by ExpertiseFrance. This project has helped enhance Saba’s national park and the Public Entity’s ability to respond to the needs of the marine environment through reforestation, which will help improve the ecosystem services, biodiversity, and economic resilience of the island.

Adjustments to the Deposit Guarantee for the Caribbean Netherlands

SABA/SINT EUSTATIUS - As of 1 January 2025, the deposit guarantee has been amended in three key areas: the coverage amount, the removal of the residency criterion, and the establishment of a fund for financing the deposit guarantee.

The Deposit Guarantee for the Caribbean Netherlands (DGS BES) was introduced in 2017, with an agreement to evaluate it after several years. The evaluation concluded that the current design of the DGS BES does not sufficiently contribute to enhancing financial stability and consumer protection. Consequently, it has been adjusted in three areas.

Adjustments

The DGS BES has been modified as follows:

  1. The maximum coverage amount has been raised from USD 10,000 to USD 25,000. This enhancement means that more account holders are protected. With a maximum of USD 25,000, over 90% of account holders will receive a full refund of their funds. This percentage aligns with that of the European part of the Netherlands. This adjustment ensures that the guarantee meets international standards prescribed by the International Association of Deposit Insurers (IADI).
  1. The residency requirement has been eliminated. The DGS BES now protects all account holders of banks in the Caribbean Netherlands, regardless of their place of residence or establishment.
  1. The financing of the deposit guarantee has been restructured. Banks will now contribute in advance to the establishment of a fund.

Deposit Guarantee

The Deposit Guarantee for the Caribbean Netherlands is administered by De Nederlandsche Bank (DNB). It is a free protection scheme that automatically safeguards customers' (savings) deposits ranging from 1 US cent up to a maximum of 25,000 USD, in the event of a bank failure.

A deposit refers to funds held in bank accounts such as current accounts, savings accounts, and time deposits. If a bank covered by the deposit guarantee becomes insolvent, De Nederlandsche Bank will compensate eligible account holders.

This protection applies per individual or business (not per account), per bank (holding a licence from De Nederlandsche Bank).

Hyacinth House Restoration in 2025

SABA (WINDWARDSIDE) - Within the first half of 2025, Hyacinth House – a traditional Saban cottage nestled in the heart of Windwardside – will undergo various renovations and restoration.  

This cottage, owned by the Public Entity Saba (PES), had been previously untouched during the development of the big parking lot, in order to maintain the notable history and charm of the area. However, the building is in urgent need of maintenance and repairs.  

As PES works towards protecting our cultural identity, the necessary improvements will balance a thorough renovation with preservation of historic details. The main renovation work will include a new roof and windows, repairing of shutters and shingles, and repainting of the entire building.

It is also envisioned to add traditional porches and the typical Saban “Gingerbread” roof details. To make the building “future proof”, several other upgrades are planned, such as the electrical system, installing air conditioners and insulating the building and adapting the interior to be used as office spaces.

With these future repairs and upgrades, the cottage will then be better suited to fill the need for additional office space for the Public Entity. This then ensures continuous use of the building and reduces the shortage of office space within the organization.  

A public tender will be advertised in the upcoming weeks for contractors to submit their bids.  

Public Entity Saba looks forward to the completion of this project, as we work to restore this building to its original character while maintaining its distinctive features and increasing functionality.

SCDF says all 79 booths are allotted for Carnival 2025

SINT MAARTEN (GREAT BAY) - The St. Maarten Carnival Development Foundation (SCDF) is thrilled to announce that all 79 booths in the Jocelyn Arndell Festival Village, popularly known as Carnival Village, have been fully allotted for Carnival 2025. This marks the first time since 2017 that the foundation has been able to award all booths.

The allotment of all booths is particularly meaningful as 12 were damaged or destroyed during the passing of Hurricane Irma in 2017. In the years since, the SCDF faced the challenge of creatively masking the sight of the damaged booths while still hosting Carnival in the venue. These 12 booths are now under reconstruction and are on schedule to be completed in time for the festivities, which officially begin on April 21, 2025. The SCDF traditionally assumes responsibility for Carnival Village operations from April 1 until May 13 each year.

In December, the SCDF held the first of three general meetings with registered booth holders, including the 12 new additions who were welcomed into the vibrant Carnival family. SCDF President Edwardo Radjouki expressed his enthusiasm, stating, “We are very happy to have a full Village back. It gives us the opportunity to allow more people to operate a booth for Carnival, showcase the Village in all its glory, provide more options for attendees, and fill a crucial financial gap for the foundation. At the end of the day, that support is vital.”

He said the new booth holders are equally excited to join the Carnival experience. Many have expressed their eagerness to contribute to the festive atmosphere of Carnival Village and immerse themselves in the rich cultural history on display.

The second preparation meeting with booth holders is set for the end of January 2025. Radjouki also extended his gratitude to the more than 200 individuals who registered for a booth. “If you did not get a reply from us at this stage, it means you weren’t selected. We wish we could accommodate everyone, but obviously, we cannot. We sincerely thank everyone for their interest and support.”

Carnival 2025 promises to be a revitalized celebration, with a fully operational Carnival Village ready to host the largest cultural event on the island. As the SCDF continues preparations, the excitement for Carnival's return to full capacity is high, setting the stage for a truly unforgettable season.

CTO Cocktails & Caribbean Vibes: Celebrating Caribbean Partnerships

SINT MAARTEN/BARBADOS – The Caribbean Tourism Organization (CTO) brought 2024 to a festive close earlier this month during “CTO Cocktails & Caribbean Vibes: Celebrating Caribbean Partnerships”.

Held at Hilton Barbados, the event served as a vibrant wrap-up to the year, honoring the power of collaboration and unity that drives the Caribbean tourism industry.

Regional tourism leaders, government officials, NGOs, representatives from multilateral organizations, private sector stakeholders, media, and members of the diplomatic community gathered for an evening of reflection, celebration and camaraderie. The event underscored the transformative impact of partnerships in driving sustainable growth and innovation within the Caribbean’s tourism sector.

Dona Regis-Prosper, Secretary-General and CEO of the CTO, shared reflections on the region’s achievements and the pivotal role of partnerships and unity, which have driven success and innovation. Central to her opening remarks was appreciation for the CTO team: “Leadership is never a one-man job. I’m extremely proud of the amazing team here at the CTO. These are the individuals working day in and day out to turn our shared vision into reality.” She concluded: “Together, we are not just imagining a bright future for the Caribbean – we are building it.”

Among others, Regis-Prosper highlighted Barbados Minister of Tourism and International Transport Ian Gooding-Edghill, Chairman of CTO’s Ministerial Council; Andrea Franklin, Chairman of the CTO Board of Directors and CEO of Barbados Tourism Marketing Inc.; Neil Walters, CTO’s Director of Finance & Resource Management; and CTO’s Director of Resource Mobilization & Development, Sharon Banfield-Bovell.

Franklin, delivering remarks on behalf of Minister Edghill, reflected on the achievements of 2024, including the success of CTO’s Sustainable Tourism Conference held earlier in the year in Grenada. Highlighting the importance of partnerships, she emphasized the transformative impact of collaboration across sectors, from public and private stakeholders to regional and international organizations. “In recent months, we have made great strides in fostering stronger partnerships. The CTO has taken a proactive role in engaging with key stakeholders, broadening its alliances, and enhancing its presence on the international stage,” she said. She noted how these strategic collaborations have driven economic growth, employment opportunities, and global visibility for the Caribbean region.

Looking forward, Franklin outlined several key initiatives, including the creation of a reimagine blueprint for Caribbean tourism, the expansion of the regional events calendar, capacity-building efforts in areas such as market intelligence, and increasing allied member participation. These initiatives, she explained, are designed to position the Caribbean as the world’s leading warm-weather destination.

“We have achieved a great deal, but it is also important to acknowledge the challenges that we face,” Franklin added, pointing to economic shifts, evolving traveler behavior and rising visitor expectations as areas requiring attention. Yet, she expressed optimism about the region’s potential to lead in sustainable tourism, digital transformation, and skill development.

Franklin saluted the CTO’s staff and their leader for advancing the mission of the organization: “I would like to express heartfelt gratitude to our Secretary-General Mrs. Dona Regis-Prosper for her leadership over the last 15 months … her vision, commitment and efforts have been pivotal in revitalizing the CTO and positioning us for future success.”

Walters expressed gratitude for the contributions of stakeholders and partners: “As we said before, none of what we do would be possible without partnerships, without the collaboration with all of you here. You’re not here by error. You’re here because your input has been meaningful to the CTO’s ability to deliver on its mandate over many years.”

The event was a testament to the shared vision and collaborative efforts that have propelled Caribbean tourism forward. As the CTO looks toward 2025, the commitment to fostering strong partnerships remains at the heart of its mission, ensuring continued growth, sustainability, and prosperity for the region.

Supermarket staff hold shoplifter until police arrive

SINT MAARTEN (COLE BAY) - The Sint Maarten Police Force (KPSM) is currently conducting an investigation into an incident that occurred on Tuesday, December 31, 2024, at approximately 4:50 PM at the Econo Supermarket, located on Welgelegen Road.

Preliminary reports indicate that a male suspect entered the supermarket and was observed attempting to unlawfully remove/steal items from the premises.

When confronted by supermarket staff and instructed to return the items, the suspect refused to comply and instead assaulted the staff member, inflicting injuries on the individual.

The staff intervened and managed to restrain the suspect until officers of the Sint Maarten Police Force arrived at the scene. During the altercation, the suspect sustained injuries requiring medical attention.

Following his arrest, the individual was transported to the hospital for treatment under police supervision.

The Sint Maarten Police Force emphasizes that this incident is being investigated, and all relevant parties are cooperating to ascertain the circumstances surrounding the event.

Teen Times gives back, receives special plaque of appreciation

SINT MAARTEN (GREAT BAY) - Teen Times donated five large boxes of toys and other items to the Caribbean Institute For Social Education Foundation (CIFSEF) and Leaders for Change on Monday. The items totaled over 500. The donation, part of the group’s annual Christmas Toy & School Supplies Drive, was a resounding success, fulfilling their mission to "put a smile on the face of a child" once again.

This year’s drive, held on December 20 and 21, highlighted Teen Times' ongoing commitment to helping less fortunate children and families across the island. Speaking about their motivation to support CIFSEF and Leaders for Change, Teen Times shared a heartfelt message:

“Teen Times chose these organizations because of the incredible reach they have across the island. They don’t just distribute toys; they also provide clothing and school supplies to families in need. We admire what they do and believe they set an amazing example for our teen members. We want our teens to become solid members of the community, and this project, along with the realities they are exposed to when distributing items, is very important in achieving that goal.”

Teen Times' dedication to service was recognized by Leaders for Change, who presented them with a special plaque of appreciation. The plaque read:

“On behalf of Leaders for Change, we extend our heartfelt gratitude for your generous support. Your commitment to empowering change-makers has made a tangible difference in the lives of those we aim to uplift. We are honored to have you as a part of this journey and look forward to achieving even greater milestones together. Thank you for believing in our vision.”

The plaque was presented by Ashma Berkel, Director of CIFSEF, and Mitchell Horsford, President of Leaders for Change. Berkel and Horsford commended Teen Times for their consistent efforts to give back to the community and their role in shaping future leaders.

Teen Times' involvement in this initiative not only highlights their dedication to charitable causes but also reinforces their commitment to fostering a culture of compassion and responsibility among their teen members.

The school supplies will be donated to an educational institution. The members of Teen Times will join the distribution effort.
